With the development and deepening of economic globalization and the increasing frequency of international exchanges,the scale of foreign language learning is expanding."Since the late 20th century,English,as a global language,has become one of the main factors affecting language policies in various countries."Said Bernard Spolsky,in his Language Policry and Planning—Important Issues in Sociolinguistics.Since 1990s,English has been brought into elementary school education systems around the world.Many countries have formulated English education policies and implemented English teaching in elementary and secondary schools.Bilingual education of Mongolian-Chinese-Foreign Language is not only a special type of bilingual education in Chinese ethnic education,but also an important form of teaching in ethnic schools in Inner Mongolia.It is not only the key and difficult point in the reform and development of ethnic education in Inner Mongolia,but also the breakthrough in the reform and development of ethnic education in Inner Mongolia,and the bottleneck restricting the quality of ethnic education in Inner Mongolia.The combination of ethnic minority language,Chinese and foreign language has become the most distinctive characteristics of Mongolian education.Based on learning mother tongue,one's being good at Chinese and one foreign language is a general trend in Inner Mongolia Autonomous Region and other minority region in China.Scientific teaching is based on teaching research.Ethnic basic education is the basic project of ethnic minority education.Since the establishment of Inner Mongolia Autonomous Region,thanks to the continuous exploration and reform of educators,a series of powerful and implementable education policies and methods have been formulated and implemented.Under the guidance of sociolinguistic theory and applying the method of case study,this paper investigates the current situation of English teaching in Mongolian primary and secondary schools in Hulunboir City,explores the problems existing in the English curriculum of Mongolian schools,and puts forward some suggestions for improvement.This paper consists of an introduction part,main part,the conclusion,appendix and the bibliography.In the introduction,the author presents theoretical and practical significance of the work,previous studies around the world,goal and objectives of the work,research methods and materials of the research work.The main part consists of four chapters.The first chapter reviews Mongolian foreign language education,combs the foreign language education policy of Inner Mongolia Autonomous Region and introduces the humanistic environment of Hulunboir City,as well as elaborating the related concepts involved in this paper.The second chapter describes the present situation of English teaching in Mongolian primary and secondary schools in Hulunboir City.It illustrates the influencing factors of English teaching from both macro and micro perspectives.The research objects of English classroom teaching and teachers and students in Mongolian primary and secondary schools in Hailar District and related institutions of animal husbandry Phase IV education reflect the basic situation of foreign language teaching and the implementation of policies.The research objects include educational institutions in Hailar and four Mongolian husbandry banners and Mongolian elementary and primary school teachers,students and classroom teaching.In the third chapter,the author analyses the current situation of English teaching in Mongolian elementary and secondary schools,and clarifies the existing problems and their causes.In the fourth chapter,the author puts forward suggestions in the policy and planning of English teaching in Mongolian elementary and primary schools.The concluding part summarizes the research contents and look forward to the academic prospects of Mongolian foreign language teaching.
