SplendidChinese cultural civilization is the ethnic rootthat defines the taste,refinement and inheritance of Chinese people.Public cultural service isnon-profit service which helps strengthen China's soft power.It aims to promotecultural knowledge,disseminate advanced culture and cater for people's cultural demand.It serves as the foundation of a country's basic ideology and plays a fundamental role in economic and social development.The starting point for the government to build the public cultural service system lies in respecting and protecting the citizens' cultural rights,and its inherent requirement is to improve the country's cultural soft power.In the provision of public cultural service,government's role is the most significant factor in influencing thequantity as well as the quality,and how to bring the government's role into full play is key to the level of service.Therefore,it is crucial to explore the ways of improving government's provision,better protecting and developing people's cultural rights,cultivatingtheir social value and upgrading cultural soft power.China's rapid socio-economic development leads to marked improvementsin people's lives.As their material needs are being fulfilled,people tend to have stronger cultural demand.However,under the traditional model guided by the government,it is common to see the problems of unvarying contents and low proficiency in the provision of China's public cultural service,which fails to effectively meet people's intellectual and cultural demand.Hence,in order to improve the level of provision,a diversified model should be established.As a new cooperative model of social governance,the PPP model manages to form a long-term,stable Sign the contract in the form of establishing public service cooperation relations with the government and social capital and makes them complement each other and share risks as well as benefits.On the one hand,the implementation of the PPP model in public cultural servicewill avoid the previous situation in which the government “takes every control”,thus promoting functional transformations.On the other hand,the advanced technology and institutional advantages Improving the effectiveness of social capital in public service of the provision.Drawing on the above background,this dissertation first interpreted the relevant concepts and theoretical foundation regarding public cultural service and the PPP model and summarized three existing provisional models.On this basis and given the specific situation in China,it then discussed the significance of introducing the PPP model to China's provision of public cultural service from the dimensions of background,necessity,feasibility,features and purposes of design.Second,it investigated the participants,probed into their intrinsic correlations andconcluded that the interaction and negotiation of the three participants should be mutual,interactive and standardized given the “publicness” of the service.After clarifying the rights,obligations and benefits of the participants,I made a systematic review of the operational process of the PPP model in the provision of public cultural service and focused on the estimation of possible risks in the process.My purposes were to build a risk-sharing framework,to form a clear operational process of the PPP model and to tease out the correlations and categorize the functions of the three participants.Third,I explored the current problems of the existing public cultural service in China and analyzed the causes.Moreover,by referring to the diversified provision in Japan,the US and the UK as typical cases of developed countries,I illustrated how China could learn from them in its own implementation of the PPP model.Finally,in regard to the aforementioned problems,I provided corresponding policy suggestions from the perspectives of institutional guarantee,financial guarantee and project guarantee,aiming to optimize the PPP model applied in the provision of public cultural service and ultimately to better meet people's cultural demand and enhance China's cultural soft power.
