Research On Community Cooperative Governance In Social Transition Period

Throughout our living space,it is a field constantly embedded by various communities.Just as the earth is "nationalized" and countries are "urbanized",cities are also gradually "communalized".Almost all the time,we are dealing with Communities which can be considered as the shell of our body,heart and soul.When human beings entered the 1980s,as the basic unit of governance,the community has begun to undertake inceasing munber of publicity,which may have exceeded its ability.As a result,the street has begun to have the special law enforcement power.Western politics and sociology attach great importance to community,which has its own logical chain of theory.From the perspective of practice,the west entered the stage of industrial society earlier,and was baptized by industrial civilization earlier.It also perceived the negative products brought by industrial society development earlier.It is the "negative products"that constantly impinges on the defense lines of social governance,making the demand for the reform of western social governance more urgent,the motivation for change more profound,and the determination for change firmer.Hence,a community revival movement which "relying on community for social development" have began.So,which theory can guide the practice of community governance in the west?Generally speaking,it is the inevitable development of "Public Choice+Democratic Theory".The School of public choice represented by Olsen and Ostrom has explored the series of dilemmas of collective actions like hitchhiking,public ponds,negative externalities etc and found that they can not be made up.Meanwhile,the school of democratic theory study represented by Robert Dahl,Kaplan and Paternan tells us that "democracy is so distant that it is better for us to be develop different kinds of forms of government".They also tell us that rational voters are no more than a myth and the president always make the wrong policies.Besides,the great regional differences in the performance of democracy will lead to the social atomization of "playing bowling alone".Merging the two lines together,it is revealed that their researches have one conclusion in common:When there are too many people in the community,the democratic system can not work well.so we must reduce the size of the community.However,seeing the society and its governance in globalization and post-industrialization from the perspective of historical development and transformation,it is found the complexity and uncertainty are the characteristics of social governance and that the community's democratic pursuit and governance actions are also following a non-linear development trend,and that the community cann't be separated from the whole society.In other words,as an organic whole,governance is not a simple sum of its different parts.Social governance can never be seen as the easy sum up of"multi-community governance".The interactions among multi-communities may magnify some problems,even produce some new problems that have never happened before.Therefore,in the era of transformation towards globalization and post-industrialization,and an era of urban victory,we need to make forward-looking action constructions through re-reflecting the community and its governance reality.Only in this way can we establish a solid foundation for the urban governance and social governance which is based on basic governance and state governance.Based on these research backgrounds,reflections,objectives and basic assumptions,the investigation and research on community governance in the transition period is choosen as the top issue.This essay aimes to solve the problem of how to promote the reform of community and its governance model to develop towards the direction of democracy in the society's transition period of globalization and post-industrialization.The practical mode of thinking based on this issue constitutes the object of this paper--community cooperative governance mode.On this basis,we turn the core research questions into a set of questions with internal logic:why does the community cooperative governance model become the construction trend and goal of community governance in the era of globalization and post-industrialization?Why is activism an appropriate theoretical paradigm for the study of community cooperative governance?What are the characteristics and normative basis of activism in the construction of community cooperative governance model?How to construct a cooperative community and its governance practice under the knowledge principles of activism?According to the clues of these problems,this essay will first demonstrate the necessity and possibilities of the community cooperative governance during the period of transition.Thus,the features of the transformative community which are different from the traditional community are cleared.Besides,transformative community is established as the new autonomous power of social governance during the period of transition,which is practically meaningful for the society to establish the ultimate goal of practice value.Second,shaped by the industrial society period reflected on the institutionalism of community governance scheme,found of their orientation in the situation of industrialization of community governance to failure and the form of democracy,and many other practical paradox,the theory of reason opting for activism prism to reflects the transformation of the era of community governance mode should pay attention to the construction of dimension and content.On this basis,the relationship between community democracy and community governance is rearranged.In particular,as the value goals of community governance,community democracy should be spread in the public community practice under the development background,through the power as a new social governance of community autonomous organization and the government as the core of public power equality relationship model between departments,so as to realize fit community-autonomous operation demands and the promotion of the dual goal of social governance efficiency.In this way,the new model of community autonomy towards cooperation also has substantial democratic development implications that always care for the rights and interests of various community governance actors.In fact,it also constitutes the activist knowledge and norms of community cooperative governance.Finally,in order to interpret more specifically the activism knowledge and principles of the community cooperation governance construction in the social transformation era,we selectively pick out two sets of corresponding interpretation elements-"autonomy-field" and "otherism-role"-through which,the theory and practice of the community cooperation governance under the guidance of activism can be explored clearly.During the theoretical analysis of the "independence-field",it is made clear that autonomy,as a typical constructive feature of community field,is a basic constructive variable that regulates modern community governance field.Accordingly,we are conscious of the alertness in the practice of community participation in governance mode,getting rid of the entanglements between community autonomy and heteronomy,abandoning the sharp contrast between the rational thing and emothinal thingking in community governance;thus,the practical guidance value and the theoretical meaning of the cooperative rationality in community governance are settled down.In the practical exploration of "otherism-autonomy,the idea that as a concept without subject-centered concept,"otherism" is different from "subjectivity"and "Inter subjectivity" is set up.Actually,the concept of "otherism" is meaningful for the community to realize the real community democracy.What's more,this essay identified further the main guidance functions of a service-oriented government construction mode and a guidance-oriented the government construction mode on the community governance construction.Besides,this essay will also explore the great importance of the new social organizations and their forms of organization on the community cooperation management construction in the community fields.Except that,this essay will try to establish the duties and the potentials of the performers in the community management.Through presenting these problems and the ways to solving them,this essay aims to show clearly the whole concept and contents of the model of community cooperative governance under the post-industrial transformation,thus,our community management will finally develop towards the direction of real democratic communities.
