The Dilemma Of Interaction Between Government And Society In Cooperative Governance

With the rapid development of Chinese economic society,more and more citizen begin to participate in public welfare for the realization of public interest,and social organizations of our country has entered a golden period.At the same time,along with the era of totalism and increasingly diversified demand of public service,the social services mode,which traditionally relies on the government,has also changed.Based on the above changes,the government has shifted from the original governance into the cooperation governance in society relationship.There are more and more frequent interaction between government and society.In terms of idealization,the interactive network formed by government and society would become increasingly positive and attached to each other,because both sides share the same goal of public interest and would cooperate equally in the strategy of taking advantage and repairing shortage,But in terms of of objective,the interaction between the government and society will be in dilemma under certain reality.This paper will take a collectively owned public geracomium in Huangcun village of Hubei province as the field work.By narrating the process of preparation,prosperity,decline,and finally struggling about it,this article reveals the interactive contact reason before it began among the government,social organizations and public actors.And after the interaction,they have changed in resources,intention and action strategy.With displaying these changes,this paper will analyze the cause of the interactive network development and transformation,and interpret the internal demand and behavior logic in the interaction network of each party It aims to look for the roots of interaction predicament,and put forward feasible suggestion for conquering the difficultiesThe content of this paper is divided into four parts:The first chapter as the first part in this article is about the reason of choosing this topic,the research overview,theoretical tools and research methods.Its main function is to settle related researches and also to describe the Cooperative Governance Theory,which is used in this study.Meanwhile,the chapter explains the qualitative research methods used by the author and the research processes.The second part comprises Chapters ? and ? of this paper.They describe separately about the operating conditions,during the period when operators Wang Dehai and Yang Aizhou were running the geracomium.This section goes in a linear way to illustrate the changes in the three interactive network nodes.First,it is about the change of Huangcun geracomium business conditions.Second,it is about the change of "Tian Jian Nv" the social organization's behavior,from encouraging actors to plan for construction then material support,to the transformation of supporting ways,then finally the condition of drifted away.The third is the Government departments' behavior changes in this geracomium,From apathy to close interaction,from increasingly indifferent attitude to the final treating as a "burden".This part is mainly to present this folk work completely.The third part includes the Chapter IV,Chapter V and Chapter VI.Respectively,from the government and government policy,social organization,and the welfare actor these three angles,analyze their behavioral logic and predicament faced.This paper believes that government departments have a contradiction between Pension service needs and Achievement-oriented,thus creating a conflict of public value and performance of the pursuit.They also have a contradiction between social services and production safety responsibility,thus creating a conflict of responsibility and slackly governance.Since Private geracomium and Public geracomium services provided are homogeneous,government departments have conflict of Cooperation and competition.For the social organizations,they have dilemma of trust and resources.Social organizations' method of operation of the project and sustainable mechanism are reversed.For the actors,they lack the necessary capacity to act and the resources to support action.In this part,it will analyze the process and the cause of the dilemma.The fourth part is the discussion and conclusions chapter.Through discussion,this paper believes that Market is not the only solution to all social service.In this situation,individuals could be the mainly providers of social service.This paper also believes that social organization in China have a large space for development,following this development,the relations between the government and social organizations will be more equality.In terms of how to solve the interactive dilemma between government and society,this paper thinks that first of all,the overall development of society will be the most important cure to solve the dilemma.Secondly,social organizations and actors should enhance their ability to supply social services,they should initiate the action to increase mutual trust and use the government's "language" to making communication.For the government,because of the abundant organizational resources and the responsibility for public service provision,they must abandon those performance-oriented which is non-public interest.They must initiate the action to build an interactive platform of cooperative governance,which improves the ability of society organizations and actors involved in public service.
