Study On The Reform Of The Institutions Public Service Delivery

Since the 1970s,the Anglo-American-led Western countries launched a public service reform movement to reduce government cost,improve the efficiency and quality of public services and break the government monopoly of public services supply,which promoted by the financial crisis in the government,public service supply and demand as well as new public management and governance theory.Adjust the relationship between government,society and market,introduce competition in public services,and adjust the role of government from "self-production service provider" to "service buyers".The government held direct supply or internal agency"integrated" supply mode was reformed to produce and provide "separation" approach that government purchase services from social organization,and the Government Purchase of Services becomed a main way and tools of public service delivery.Meanwhile,China began institutions and its public service reform in the 1980s.From the initial "devolution of power" to "market and socialization," and to the current"classification reform",these reforms did not resolve the problems of public service institution "integrated" supply,which is not fit the internal requirements and the development direction of China(institutions)reform of public service delivery system.The traditional planned economy institutions and public service delivery system did not seem to form a fundamental change.Analysis 30 years process of the institutions reform,which from deregulation to administration-service separation,and then classification reform.China’s institutions and public service delivery system reform follow a similar trajectory with Western countries,which is change from the "integration" to "separation".Behind this similar trajectory,government purchase of services is also rapidly developing in China’s public services.Therefore,the research question of this paper is how to achieve public services "separation" supply mode in China’s institutions public service,and build a new public service system in line with China’s national conditions?Based on this issue and the perspective of category management to government purchase of services,this paper take the change of "integration" to "phase separation"as a research spindle and government purchase of services "fit" institution public services reform as a internal logic,use research methods of literature analysis and multiple cases compare.Firstly,Analysis the formation,problems and adaptability of the "integration" of institutions public service delivery system.At the same time,Analysis the impact of classification reform to the change of institutions public service supply system through case studies,the "fit" between classification reform and institutions public service supply,and then come to "semi-fit" of classification reform.Thirdly,through multiple case compare study,analysis the "fit" between government purchase of services and institutions public service supply,and explore the strategie,way,tools and paths of government purchase services to achieve "separation" of China’s public services supply with China’s national conditions and institutions of public service provision reality.Finally,on the basis of "separation" and use the government purchase of services for the main supply way to build a "combination"public service system in line with China’s national conditions that and the institutions,social organizations and enterprises pluralistic competition and complement each other.Through research,this paper draw the following conclusions:First,it’s "fit"between government purchase of services and institutions public services reform.The Problem of institutions public service supply is "integrated" of produce and provide,which is just fit the produce and provide separation of government purchase of services.Second,the three breakthroughs to achieve the government purchase of public service to institutions.Building Institution independent legal status,reference public institutions legal system from abroad and through the administration-service separation,separate management from operation and legal entity corporate governance structure to implement reforms.Explore the way of "open and cooperative purchasing" to government purchase of institutions services,implement internal competition purchase to welfare institutions of class one and external competitive purchase to welfare institutions of class two.Reconstruct the relationship of institutions and governments,institutions and other public service body,and Creat a multiple competitive and cooperative partnership between institutions,social organizations and enterprises.Third,establish a in line with China’s national conditions "combination" public service system.After the government procurement of public services to "separation" produce and provide,based on the different types of public service,different supply bodies(institutions,social organizations,enterprises and others)and different ways of government purchase of services(internal competition purchase,external competitive purchase,Directional commissioned purchase),and then establish different combinations to achieve "combination" of public service supply.
