A Research On The Thought And Action Of China Neighborhood Diplomacy Since The Eighteenth National Congress Of Chinese Communist Party

After the eighteenth National Congress of Chinese Communist Party,China adjusted the neighborhood policy.In October 2013,neighborhood diplomacy conference was held in Beijing.Xi Jinping proposed the guideline for China's neighborhood diplomacy featuring amity,sincerity,mutual benefit and inclusiveness,a more balanced approach to upholding principles and pursuing interests,and build a community of common destiny with our neighbors;had a strategic plan and determined the strategic objectives,basic principle and the solution for major issues for the next 5 to 10 years of China's neighborhood diplomacy.At the Central Working Conference on foreign affairs,November 2014,Xi Jinping stressed the need to carry out neighborhood diplomacy,build a community of common destiny,further mutually beneficial cooperation and interconnection with neighboring countries.The two diplomatic conference identified China's overall diplomacy policies in the future and pointed out the direction for the neighborhood diplomacy.This dissertation mainly studies on the theory and practice of Chinese peripheral diplomacy since eighteenth National Congress of Chinese Communist Party.Firstly,reviewing the changes since the reform and opening up China's neighborhood diplomacy.The analysis considers that the adjustment of China's neighborhood diplomacy decided by China national grand strategy,affected by the factors of power,economic and safety.Secondly,the adjustment background factors of China's neighborhood diplomacy after the eighteenth are the following three points.Firstly,it is decided by the grand strategy of China and struglling for "two one hundred years".Secondly,complex maritime disputes and other factors of China and its neighboring countries caused "near but not close" situation.Thirdly,U.S.strategic gravity center eastward is for China a significant impact on the surrounding environment.Thirdly,the thought of the adjustment China's neighborhood diplomacy after the eighteenth mainly includes,amity,sincerity,mutual benefit and inclusiveness,a more balanced approach to upholding principles and pursuing interests,and build a community of common destiny with our neighbors.In practice,it set about in the level of politics,economic,security and humanities.In politics,Chinese leaders frequently meet neighboring countries leaders to deepen strategic mutual trust,and rich the thought of peaceful development strategy.In economic,joint "the one belt and one road" with neighbors' development strategy,build infrastructure investment banking in Asia and the Silk Road Fund actively,speed up the financial cooperation and participate in the construction of interconnection with neighboring countries.In security,strengthen military joint training and exercises with neighboring countries,spread Chinese defensive national defense policy,strengthen cooperation in non traditional security with neighboring countries.In humanity,increase educational assistance to neighboring countries,China leaders spread good Chinese voice and tell China story to neighboring countries,pay attention to the cultivation of good neighborly and friendly force.lt is gradually improved the relations with most of the neighboring countries.Lastly,China Peripheral Diplomacy faces many challenges at present.We can take corresponding measures in the politics,economic security and humanity.In politics,strengthen strategic mutual trust with neighboring countries and construct new country relationship with United States.In economic,through the "one belt and one road" to joint the development strategy of surrounding countries,actively respond to the risk of RMB internationalization and neighboring countries sovereign debt risk.In security,resolve the island dispute properly from the experience of land delimitation,improve the China public opinion dissemination mechanism to against the risk of public opinion.In humanity,expand exchanges with neighboring countries,develop good neighborly and friendly in reserve,accelerate the process of internationalization of Chinese mainstream media,influence the media of neighboring countries.
