Research On Village Autonomy Under Public Goods Supply Project System

Village autonomy is the ability of each subject in the village to decide and realize the village's public interests under certain conditions.village autonomy has an important influence on the supply of village public goods and the overall development of the village.In recent years,in order to solve the shortage of rural public goods supply resources,the state has implemented the public goods supply project system,The supply of rural public goods is carried out within the framework of cooperation between the state and rural society.The purpose of the project system is to improve the efficiency of rural public goods supply.Under the condition that the state provides resources to rural areas to support the supply of public goods,how does the demand for public goods in villages connect with the state's supply of resources,whether the state's supply of resources can achieve the goal of improving the supply of rural public goods,what are the influencing factors,which needs to be observed from an empirical point of view.In the field investigation in central Henan province,it is found that under the similar institutional conditions and regional space,the way of obtaining project resources in villages presents personalized characteristics,and the supply level of public goods between villages presents a differentiated pattem.It is found that although the project system of rural public goods supply bears the will of the state and reflects the allocation of public resources by the state,how the project resources provided by the state enter the village and play a role is not entirely determined by the state power,but also subject to the autonomy of the village.Based on the effectiveness of public goods supply and the strategic goal of rural revitalization put forward by the state,the paper argues that giving full play to the autonomy of villages is the internal basis of realizing the effective supply of rural public goods and rural revitalization.In this paper,within the framework of the interaction between the state and society,from the perspective of village autonomy,taking the public goods supply practice of three types of project villages in central Henan as an example,In the view of the practice of three villages,this paper probes into the relationship between the present practice of project system and village autonomy,that is,the interrelated theoretical problems of the generation,effect and conditions of village autonomy under project system.Further answer in the period of rural revitalization how to adjust the relationship between the state and rural society,improve the autonomy of the village,to achieve the effective supply of public goods and rural development of the theoretical concern.In the analysis of public goods supply process of three case villages,b model village,y poverty alleviation village and s backward village,the paper shows the action mode and conditions of different types of villages in obtaining public goods supply resources,the influence mechanism of village autonomy and public goods supply performance,village autonomy under the project system.This paper argues that resource acquisition is the common ground of three villages' autonomy under the public goods supply project system.Under the project system,the performance behavior of government departments and individual officials has a guiding effect on the allocation of project resources,therefore,different villages take their own actions in different ways based on their own conditions and needs when acquiring project resources.At the same time,the influencing factors of the autonomy of the three villages are analyzed from the inside and outside of the village.On the internal factors of villages,this paper analyzes the influence of resource endowment,village cadres' ability and social network outside villages on village autonomy.In terms of external factors,the influence of external driving force and macro-policy environment on village autonomy is analyzed.Combined with the operation process of rural public goods supply under the project system,in the process of obtaining project resources and project practice,the autonomy of the three case villages is strong or weak,so there are obvious differences in the use effect of project resources and public goods supply mode.Through the analysis of specific cases,the paper argues that under the project system,the village autonomy is mainly manifested in the village's ability to obtain project resources,the acquisition of project resources is the largest support factor of rural public goods supply,different villages have different needs for project resources,the village based on their own interests to expand the autonomy,and can take strategies to obtain resources to achieve the village public goods supply,which shows that the project system has played a positive role in mobilizing the village autonomy.However,the inherent resource endowment of different villages,the difference of village social network and village cadres' ability,and the current way of project implementation become the conditions that affect the autonomy of villages.From the overall point of view,the autonomy of the village under the current project system is restricted by the government-led and the conditions of the village itself has a certain limit,showing the characteristics of limited autonomy.Finally,from the perspective of the interaction between the state and society,the paper argues that in the process of national resources embedded in rural development,we should pay attention to cultivate the autonomy of rural society.In the period of rural revitalization,we should establish a model of the relationship between state support and village coordination,improve the supply of public goods in rural areas at the same time,through the state's intervention,guide the village political construction,social construction,cultural construction,reconstruction of collective consciousness and public consciousness,the formation of an effective cooperation based on the internal reflect the public spirit of village autonomy,in order to deal with the public problems faced by the village in the future,to achieve the revitalization of the village.
