Project And Supply Of Public Goods In Rural Countryside

This paper mainly discusses the local community, using a representative case Jinzhu village. The project to the countryside is a main mode of rural public goods supply after the tax reform. This paper shows the operating mechanism, practical results of the countryside project, impacts on the country and the relationship between state and society interaction. The research shows that "the countryside project", which led by the new governance model to strengthen the country into our community as well as the ability to extract social resources, reflecting the central government attempts to remodel some kind of incentive mechanism after the tax reform. This kind of mechanism will cultivate local government to regulate the ability of participating in the organization of the supply of public goods in rural areas, especially the counties and villages.However, this purpose can not be achieved because of the structural defects of the project system, the countryside project further weakened the ability of the organization of the towns and villages. In addition, although the project countryside solves the problems of the hardware construction in the village public goods supply area, it ignored the construction and development of the follow-up organization and management of public goods, meanwhile, entering a force to produce structural digestion. Under the influence of concept of market economy development, top-down institutional arrangements as well as a variety of modern concepts, the aforementioned incentives is triggered under the right conditions, it will generate selective affinity with the discrete power of country and further strengthen the overall digestion capacity of the local community, strengthen the local community "weak society" impression; in turn the digestion power that the "weak society" contains will influent in promoting the "strong state" under village governance model, to digest the control of countries from the bottom, using the leverage effect, to promote the "strong state" changes to "weak state".
