Logic And Support Network Of Project-Supply-Mode Of Rural Pudlic Goods

Effective supply of rural public goods is increasingly becoming an unavoidable proposition during the urban-rural integration process. Inefficient and low-volume supply of traditional rural public goods has affected the pace of building new countryside seriously. Especially after the tax reform and the abolition of agricultural tax,which as the main revence of rural organizations,the rural finance income is greatly reduced. Because of that it can not supply of rural public goods effectively. Under this landscape,the project-supply-mode of rural public goods apperas and increasingly become an important new varisbles embedded in local governance. So it is undoubtedly important to study the logic and operational support network of the project-supply-mode of rural public goods.This paper based on field research and empirical studies to reveal the logic of project-supply-mode of rural public goods,focusing on the background of the generation,operation mechanism,the actual effect and the troubles in project-supply-mode of rural public goods,then trying to explore the effective support network of project-supply-mode of rural public goods.Studies have shown that,to a certain extent, project-supply-mode of rural public goods alleviated rural financial difficulties, promoted efficient supply of rural public goods and improved the the level of public services in villages;improved the efficiency and scientific management for project services;improved the villagers’ participation and cohesion;and further reflected the intentions and policies of the central government,did having the efficient and flexible features.However,in the course of rural projects there also exist many problems,which including the dislocation between country’s intentions and the villagers’ demand,the distortion of villagers’ autonomy,projects overlapping and nesting of projects,and also uneven development in villages,etc.Based on the above,the paper further examines the main factors restrainting the effective of project-supply-mode of rural public goods.The article consider that the top-down decision mechanism and asymmetric information;the less developed project supervision and project approval mechanism; the single body participation and the lack of balance and sustainability mechanism are restricting the positive effects of project-supply-mode of rural public goods to varying extent. Based on this, the paper reconstruct and improve the effective support network of project-supply-mode of rural public goods from both value dimensions and mechanisms. Proposed that to achieve the effective of project-supply-mode of rural public goods should follow the demand-oriented,especially follow the needs of farmers;should follow the specifications oriented under the guidance of technical rationality;should follow the multiple participation and local conditions and other value-oriented.Finally,it needs to provide mechanisms supports from the budget, power, supervision and other aspects.
