Studies On Social Organizations' Consultative Democracy Of China

Social organizations' consultative democracy of China is one of the important parts of socialist consultative democracy system with Chinese characteristics.The report of 19 th CPC National Congress points out,“we will promote consultative democracy to realize extensive multilevel institutionalized development and take overall consideration of consultation with political parties,consultation of the National People's Congress,governmental consultation,Chinese people's political consultative conference consultation,people's group consultation,grass-roots consultation and social organizations' consultation.And we'll strengthen the construction of consultative democracy system,form complete systematic procedure and practice of participation,and assure that people have extensive sustaining deepgoing right of participation in everyday political life.” Pushing social organizations' consultative democracy of China in institutionalized track of development is becoming the great goal of social organizations' consultative democracy of China in the new age.However,social organizations' consultative democracy of China at present is in the exploration stage.There are many problems to be dealt with in practices.And normalized institutionalized consultative system does not form yet.The study of social organizations' consultative democracy of China is beneficial to perfect socialist consultative democracy system of theories,to form linkage with other kinds of consultative democracy and build consultative democracy system with reasonable procedure and complete link,and to promote the cooperation in social governance and ensure social harmony and stability.This paper makes the systematic research of social organizations' consultative democracy of China in seven chapters and these chapters consist of the following content.In the first chapter of introduction we set forth the significance of this study,literature review,research thought,research method and innovative points.In view of Chinese characteristics of social organizations' consultative democracy,literature review is mainly focused on the important domestic ideas,and research method includes dialectical analysis,historical analysis,comparative analysis and system analysis.Two points of innovation are put forward.In the second chapter the definitions of Chinese social organizations and social organizations' consultative democracy of China are raised through concept definition and connotation analysis.At the same time,property and features and status of social organizations' consultative democracy of China have been studied.In the third chapter we have stated theoretical basis of social organizations' consultative democracy of China such as the original Canon of Marxism,Marxism with Chinese characteristics and contemporary western governance theory.In the fourth chapter we have done up historical traits of social organizations' consultative democracy of China.Taken time as the main thread,we have explored three stages of social organizations' consultative democracy of China including its germination,its formation and its development.Moreover,developmental experience of social organizations' consultative democracy of China has been extracted and purified.In chapter 5 we put forward practice form and principle of social organizations' consultative democracy of China.The former consists of social organizations' consultation with the government,social organizations consultation with enterprises,consultation between social organizations,social organizations' internal consultation and social organizations' participating in other channel consultations.And four practical principles have been raised from the macro and the micro level.In chapter 6 we sum up advantages and functions of social organizations' consultative democracy of China.There are six advantages including profession,flexibility,efficiency,openness,being third-party and being rooted at the grass-roots level.Based on this,we put forward four practical functions in the end.In chapter 7 this paper explores difficulties and outlet of social organizations' consultative democracy of China.First,it concludes some progress of social organizations' consultative democracy of China.Second,it points out its shortcomings at present.Finally it offers a few suggestions about how to develop social organizations' consultative democracy of China,namely to improve social organization's understanding of depth and trust thickness,to promote non-administration of social organizations and increase public trust in government,to establish social organizations' consultative status,to cultivate social organizations' consultative consciousness and raise consultative ability,to expand consultation channels for social organizations and build global consultation discourse,and to establish and improve institutional mechanism of social organizations' consultative democracy of China.
