For a long time,the professional division of labor formed between government departments has led to the obstruction of their own administrative and collective actions.In Western developed countries,this issue has become more apparent with the advocacy of the introduction of market mechanisms into the public sector in the new public management reform movement of the late 1970s.This kind of oriented government reform movement has achieved decentralization and specialization in government.At the same time,it further exacerbated the fragmentation of interests and separation of operations among government departments.In the later stage of the new public management movement,the theoretical circle gradually realized the adverse effects brought about by this issue and paid more attention to it,trying to explore ways and means of solving the problem.Represented by the overall government theory and the seamless government theory,a relatively mature theoretical system that discusses the problems and solutions of collaborative actions between government departments has been formed.In the process of modernization,cross-sectoral and cross-regional governance incidents have increased,and the problem of coordinated action among government departments has become increasingly prominent.The governance problems brought about by the cracks in the government sector need to pay close attention.In China,the problem of "strip" relations in the government system has been fully presented by scholars and has become the main reason for criticizing China's departmental setup problems.However,the existing results are mostly limited to the interpretation and summary of the problems,and no effective solutions have been proposed.Method or specific implementation path.The Chinese government has attempted to completely solve the problem of collaborative management of departments through the reform of a large part of the system and enhance the overall effect of governance.In fact,the reform of the major department system is not thorough,and the "block"relationship is still an obvious feature of the government relationship.In the face of the increasing number of cross-border governance issues,the government reform needs another method.The author likes to point out problems in the establishment of government departments proposed by the schoolmates,and believes that there are gaps between government departments.From the perspective of the government process,the existence of such gaps has also led to a series of gaps,such as decision gaps,approval gaps,and enforcement.Gap and other manifestations of gaps in the specific operation of the government.In the area of public cultural governance,there are also gaps in information communication and coordination difficulties.Project-based operation is an innovation of government governance.Among them,the governance methods created by the demonstration area projects are used extensively to govern key areas where the government is concerned or the people need to improve.At present,a variety of demonstration zones have been established in all areas in full swing.In this study,the author focused his interest on creating the "Chuangjian office",that is a special government agency set up by China of.Select the"Chuangjian office" set up in the demonstration area of the National Public Cultural Service System in T City as the object of investigation and conduct case studies.Trying to present the creation and structure of the "Chuangjian office",analyze the operation of the "Chuangjian office",explore the functions and effectiveness of the"Chuangjian office",and summarize the problems of the"Chuangjian office",and put forward improvement measures,and finally summarize and refine the"Chuangjian office".As a mechanism for bridging gaps in the sector,the unconventional mechanism plays a role in the construction of a seamless government.The conclusion is that the whole operation process of the"Chuangjian office" is actually a process of creating coordination as a temporary coordination mechanism that breaks the "block" relationship between vertical and horizontal departments and realizes a seamless gap in the creation process.Think of it as a seamless government organization,which plays an important role in bridging gaps in the sector and creates a seamless government structure in the creation of the field.The process of "Chuangjian office" to promote creation is actually a process of bridging gaps in the sector as an unconventional governance mechanism.In the conclusion and discussion,the author summarizes the main points of the article,proposes questions that can be further explored around this topic,and explains the research limitations that may exist in the study.
