The 21 st century is an era in which opportunities and challenges coexist.Countries are facing more and more social risks while embracing development opportunities.Nowadays,China is in a deep-water area where social transformation is taking place.With the development of economy and the progress of urbanization,the social conflicts are increasingly complicated and diversified.All kinds of unconventional emergencies triggered by this have become influential factors in social progress in China.In particular,unconventional emergencies often induce group panic,which making it more difficult to govern and bringing even more severe tests to our country's social governance.Consequently,only by stressing the importance of the study of group panic governance in unconventional emergencies,and improving the overall national governance system and improving the country's comprehensive governance ability,can we create a social governance pattern that can be shared by all parties in order to establish a well-off society,and realize the Chinese dream of the great rejuvenation of the Chinese nation.This article focuses on the analysis of four evolutionary mechanisms of group panic in unconventional emergencies: the psychological mechanism,the infection mechanism,the diffusion mechanism and the control mechanism.The process of collective panic is elucidated through the analysis of the main influencing factors involved in the four evolutionary mechanisms.And based on this comprehensive analysis of the extraordinary harm of mass panic in unconventional emergencies.Finally,the combination of domestic and foreign governance experiences and revelations of typical cases put forward relatively perfect governance strategies: shaping healthy cognitive psychology of crisis,preventing and severely punishing of rumors makers,strengthening the self-discipline and responsibility of network media,and optimizing government crisis control capabilities in order to promote China's research on the governanceof group panic in unconventional emergencies.
