Research On The Optimization Of The Coordination Mechanism Among Various Government Departments In The Shanghai Social Security Business Management Office

There are some problems in the coordination mechanism among various government departments in Shanghai.It takes a lot of time and energy to deal with a business in a government department,because sometimes it needs to provide some certificates issued by other departments,which need to be issued by the masses in advance,rather than through the data exchange between various departments,and the departments that need such certificates can independently obtain the required information.Because of this situation,some of the working people have negative emotions when they enter the service hall of the government departments.When there is an urgent need for the handling of the business of the working people and the requirements of the government departments are difficult to be changed,it will cause unnecessary contradictions when it is necessary to provide the certification materials issued by other departments.In recent years,the State Council has put forward the idea of "one network for all" in response to the strong voice among the masses of "difficult to handle affairs","slow to handle affairs","back and forth" and the issue of opening various certificates,relying on the modern Internet and information technology,aiming at streamlining administration and decentralization,optimizing services,and making the people feel more efficient and convenient to handle affairs.According to the documents of the State Council,the Shanghai municipal government began to build a service platform of "all in one network".How to integrate and present the services and data of government departments on the service platform of "all in one network" and build a more perfect coordination mechanism among government departments has become the most important issue.Based on the SFIC model of collaborative governance,this paper analyzes the existing problems of the current collaborative mechanism from four parts: initial conditions,system design,catalytic leadership and collaborative process,and analyzes the causes.Based on the research,this paper puts forward the countermeasures and suggestions for the coordination mechanism among the government departments in Shanghai by relying on the "all in one network" service platform:(1)promoting the sharing of power and resources,(2)catalyzing the effective leadership and guidance,(3)formulating rules and clarifying the relationship between power and responsibility,(4)establishing a communication and dialogue platform and reaching consensus.
