Coordination is a unique phenomenon in the process of organizational operation. Where there are organizational activities, there is the problem of coordination, Especially in government organizations. The effective coordination of activities in government organizations is the key to the high-efficient work and the improvement of performance. Absence of coordination will result in wicked problems of fragmentation, information asymmetry, departmental and regional barriers, tensions and "isolated islands"in organizational function, power and resources, thus hindering organization’s holistic work and performance improvement. To solve these problems and make the government organization from fragmentation to integration, from separation to unity, from confrontation to cooperation, sophisticated tools of governance and feasible coordination approaches must be adopted so as to build an effective mechanism of holistic organizational coordination.This paper has more than 210,000 words. There are 7 logically arranged parts. That is "one Preface, five chapters and one conclusion ".of the five chapters in text, the first chapter is a theoretical discussion on holistic governance and relevant theories on organizational coordination; the second chapter illustrates the predicament of coordination of government organization and its causes; the third, fourth and fifth chapters put forward measures of structural coordination, institutional coordination and interpersonal coordination and build a holistic organizational coordination mechanism consisting of the above three holistic measures. The details of each chapter are as follows:PrefaceThis part briefly introduces the origin and significance of this research, reviews and analyzes current researches on coordination mechanism of government organization and holistic governance at home and abroad and constructs and illustrates analytic tools this paper adopts. On this basis, the research methodology, research goal, basic frame and innovation are also stated.Chapter 1This chapter examines the theory of holistic governance, organizational coordination mechanism and their relationship. The theory of holistic governance has gone through a historic transition from holistic government to holistic governance and its core is coordination, with the process including coordination, integration, gradual closeness and mutual interaction. Government organization also experiences an evolution from bureaucratic organization, marketized organization, network organization to holistic organization. Accordingly, its government governance model also undergoes bureaucratic governance, competitive governance, network governance and holistic governance. Similarly, organizational coordination mechanism also changes from bureaucratic coordination, cooperative coordination, network coordination to holistic coordination. In this chapter, the composition of holistic organizational coordination mechanism is put forward:holistic structural coordination, holistic institutional coordination and holistic interpersonal coordination. The relationship between theory of holistic governance and the three coordination mechanisms is also illustrated.Chapter 2This chapter mainly concerns the predicament of coordination of government organization and its causes. In terms of predicament of coordination, the phenomenon of "isolated island" includes structural "isolated island", which is a result of departmental and regional barriers, information "isolated island", which is due to information rent-seeking and cognition "isolated island" which ascribes to cognitive biases; low-efficient coordination of government organization includes those resulting from coordination level, stakeholder, absence of incentive system and soft restriction of institutions; trust crisis in organizations includes those resulting from organizational policy agenda controlled by the minority, obscure organization performance and inadequate response; isomorphism of functions, responsibilities and agencies leads to repeated cycle of centralization and decentralization in government power and bureaucracy, intensifies departmental and regional conflicts, increases operation costs and reduces efficiency. In terms of causes, the predicament of coordination of government organization is mainly the result of limited resources, information asymmetry, unintended and intended fragmentation.Chapter 3This chapter works on the structural construction of holistic organizational coordination mechanism and explores the integration of information technologies which functions as the basis of the smooth construction and operation of holistic structural coordination mechanism. Based on the theory of holistic governance, this chapter presents the coordination and integration among levels, functions, public and private sectors and inter-organizational relationships. It is hence suggested that organizational levels be reasonably downsized; further effort be made to strengthen the coordination and integration between public and private sectors; inter-organizational alliance be built; information technologies be further integrated; E-government be implemented; seamless holistic services be delivered so as to ensure government organization’s holistic operation.Chapter 4With the use of holistic governance theory and government organizations (especially those in China) as the example, this chapter works on the construction of holistic institutional coordination mechanism from the flexible and rigid aspects respectively. In terms of flexible institutional coordination mechanism, this chapter constructs through approaches of establishing tolerant, contingent, interdependent and compromised cultural system and meanwhile advocates creating and institutionalizing good cultural atmosphere. In terms of rigid institutional coordination mechanism, it constructs from coordination mechanism of budgeting, personnel and procurement on managerial level and coordination mechanism of legal system on legal level.Chapter 5This chapter works on the construction of holistic interpersonal coordination mechanism from the angle of human of government organization, which includes holistic interpersonal trust mechanism, holistic interpersonal communication mechanism and holistic interpersonal accountability mechanism. The first two mechanisms are constructed individually, structurally and technologically, while the last mechanism is constructed politically, managerially and legally. On this basis, holistic interpersonal coordination mechanism is established and functions to create harmonious interpersonal relationships, enhance the cohesion and performance of government organization.ConclusionThis part is to summarize the whole paper, state its contributions and describe the prospect of future research. |
