Study On The Reasonable Definition Of Government Departments' Functions And The Improvement Of Interdepartmental Mechanism's Coordination And Collaboration

Report of the Seventeenth Party Congress has demonstrated clearly that "we must improve interdepartmental coordination mechanism", and further change the existing inter-sectoral coordination mechanism to achieve good inter-departmental coordination. At present, China is in a critical period of social transformation, during which problems of government's organization and departments setting, such as overlapping functions, divorcing between powers and responsibilities, which is not only causes unhealthy vicious game, buck-passing, but also leds to political leadership comes from different departments, functions dispersed, seriously affects government decision-making scientifically and governance efficiency, and undermined the government's good image among the people. Thus, how to scientifically standardize and rationalize government's function, to seek and improve inter-departmental coordination mechanism has been one of a major issues to be addressed to promote China's fast development of economy and society.Recalling the previous administrative reforms of our government were not out of the"Parkinson" cycle that is "expansion-reduction-re-expansion-re-reduction". One of an important reasons is that the department failed to get a reasonable definition of the functions. In the process of deepening administrative reform,to reasonable define government's departments functions should from the standpoint of economic and social development and coordinated it with inter-sectoral mechanisms,and take it as the junction and cut-in point of inter-sectoral coordination mechanisms improvement, at the same time, allocate government resources scientifically, enhance interdepartmental coordination and cooperation , perfect inter-sectoral coordination mechanisms continually. Thus, within the framework of reforming the administrative system, combining western countries'practical experience and practices, to discuss how to define government departments'functions, then establish and improve government departments'coordination mechanisms, which will help to promote government's self reform of administrative management and also help to promote it's comprehensive and efficient performance. That is of great significance to provide better and more efficient service. The author takes reasonable define government departments's functions as a new perspective, overviewing the existing inter-sectoral coordination mechanisms and the new situation of social transformation, then analyze the problems and causes , to try to put forward some reasonable suggestions on how to improve coordination mechanisms among departments .
