Government-led And Enterprise-participated: Power And Limitation Of Rural Urbanization In Resource-oriented Regions

Since this century,our country makes three important measures: First is to exempt farmers from agricultural taxes which last for over two thousand years.Second is to propose building a new socialist countryside.Third is to propose rural revitalization strategy.As an effective way,urbanization is highly valued by theory and practice.However,urbanization is not easy for the country with long history,complex conditions and uneven development.We must give up the mechanical and dogmatic experience,adjust measures and choose new development paths according to the practical situation.The urbanization of resource-oriented regions is more difficult in whole country's urbanization.We must pay more attention to it.The development of resources is concerned with not only urbanization of the whole county,but also development of the resource-oriented regions.While,because of historical and actual reasons,the pattern of resource exploitation in our country ignored the interests of resource-oriented regions and farmers.The resource-oriented regions appears serious political,economic,cultural,social and ecological problems,which influence and restrict the development of resource-oriented regions.In the key period of profound changes in social and economic development,how to get out of the predicament and seek development under the existing systems and mechanisms model? How to get rid of poverty and realize common prosperity is an important issue that the time has given us.County A is a typical coal resource-oriented county in Shanxi province.Since the reform and opening,along with the increase of coal-mining enterprises and the expansion of coal exploitation,the contradictions between economy and society are prominent,and the local development problems are very serious in county A.In order to get out of the dilemma,county A innovations development idea,adjusts development thought,usesthe administrative power to connect the coal exploitation with rural development and the coal mine with farmers' income.We can say that county A walks out a unique urbanization road.The urbanization road of county A is a vivid and brave and useful practice.It provides new thought for rural urbanization and precious experience for the similar regions.It also inspires us deeply to think more about the process of rural urbanization.The article makes a system research on the rural urbanization of A county with the methods of theoretical analysis,case analysis,qualitative analysis,quantitative analysis,domestic analysis and overseas analysis.The article includes urbanization theory,relationship theory between government and enterprise,relation theory between government and social and the theory of corporation social responsibility.Through the research,the author summarizes the experience of county A,reveals the dilemmas and problems that county A is facing?
