Research On Rural Human Resources Development And Coordinated Urbanization Development In Liaoning Province

Agriculture is the largest basic industry in our country, which has gatheredtwo thirds national human resources. The development degree of the rural humanresources affects the full speed and quality of the well-off society, which isalso an important criterion of urbanization level. At the same time, width anddepth of urbanization will provide the necessary material conditions andenvironmental basis for rural human resources development.The urbanization rate of Liaoning is slightly higher than the national averagelevel, but the basic number of the rural human resource is big relatively, whosepoor quality is still outstanding, especially in the big background of therevitalization of Liaoning old industrial base, it is necessary to develop humanresources in rural areas deeply and coordinated development research ofurbanization process. Through accelerate innovative institutional mechanisms andpromote the effective implementation of relevant policies, we ensure longdevelopment of society and economy, and improvement of people’s living level.Rational and effective development of human resources in rural areas and activeand steady development of the urbanization of the rural human resources have avery important theoretical and practical significance for improving force qualityof rural labor force and the transfer of rural surplus labor of Liaoning provincereasonably and effectively, to promote the coordinated development of urbanizationof Liaoning province.This study used theoretical research and quantitative analysis, and thecombination of static analysis and dynamic analysis, which analysescomprehensively and deeply the status and characteristics of the development ofrural human resources in Liaoning Province, and analyzes future the correlationof Liaoning province rural non-agriculture employment levels and the urbanizationprocess of coordinated development. We explore reasonable countermeasures ofeffective development of urban rural human resources and harmonious developmentof urbanization process in Liaoning province construction from the specificcircumstances, to try to provide some feasible solution for the practical work. Firstly, we demonstrate research background and significance, research methods,innovation of the research. Secondly, we states reference and statement mainlyfrom the urbanization theory and human resource theory of literature to determinetheoretical study boundary. Thirdly, we explore the evolution of the relationshipbetween the coordinated development of rural human resources development and theurbanization process in Liaoning province and analyze the current situation ofthe development of Liaoning urbanization. Focus on the analysis of the mainproblems of the development of rural human resources and the coordinative processof urbanization in Liaoning province. Finally, on the basis of relative theoryand investigation, we put forward some countermeasures for the development of ruralhuman resources development and coordinated development of urbanization process,and the development of rural human resources and the coordinated urbanizationprocess in Liaoning province are summarized and prospects.Through this study, the rural human resources employment structure is single,overall quality is low, not enough to support the demand of human resources inthe rapid development of urbanization. Defects existed in the system developmentof urbanization process reduce countryside human resources attraction. Seizingthe contradiction, we formulate solutions from the two perspectives ofstrengthening the rural human resource activity and solving defects ofurbanization mechanism, and propose the two synchronous improvements andharmonious development, to realize the proposition of the development of humanand city.
