Zhu Yongxin,a famous educator and new-education advocator,often said,“A person's spiritual development history is his reading history,The spiritual realm of a nation depends on its reading level,while the spiritual power plays a key role in a country's soft power and core competitiveness.” In view of the importance of reading to the national quality and the soft power of national culture,the major developed countries in the world have adopted the national strategy as a national strategy and adopted legislation to intervene and guarantee.Our country also launched the national legislation plan for national reading in 2013,but it has been delayed due to various reasons.According to the national reading survey data,the national digital reading rate exceeded the traditional paper reading rate for the first time in 2014,and accelerated the trend of rising.Digital technology brings opportunities and challenges to the reading of the whole people.Meanwhile,it also puts forward new subjects for the national reading legislation.At present,there are many problems in China's national reading legislation.On the one hand,it is the society's challenge to the effect of the national reading legislation,on the other hand,it is the strong call of the reality practice to the national reading legislation.Theorigin of this contradiction lies in the fact that the nationwide reading legislation research has just started in our country,and the field is a cross subject which involves in education,communication,library information science and law.Meanwhile,it lacks in-deep system study.This led to the lack of theory support and guide for the legislation system,and the legislation put more emphasis on resource promotion than on education,on advocacy than on the government's responsibility,and on efficiency than on effect.This paper takes the right of reading as the starting point and believes that the legitimacy of the national reading legislation lies in citizen's right to read.On the other hand,from the perspective of the nature of the reading,as an activity of education for all,reading is to improve the citizens' science culture and ideological and moral quality and it is a part of building a learning society.Therefore,the education attribute of national reading determines that the legislative paradigm should follow education legislation rather than cultural legislation.This paper takes the digital age as the background and puts the national reading legislation in the digital age media technology to examine the opportunities and challenges of reading ecology.Kevin kelly points out that humans are entering the "screen age".The media technology brings opportunities and challenges to the reading ecology: the opportunities are mainly to promote reading equality,freedom and innovative reading service,which has led to the transformation of education environment.The challenge is mainly digital reading addictions,superficiality,quality of digital resources and safety supervision,copyright issues,etc.Through the background analysis,grasp the legislative time context.The research framework is divided into five chapters: background analysis,theoretical construction,problem sorting,reason reflection and countermeasures.The first chapter is the background analysis.Researchers published by institute of press and publication,over the years the national reading survey data,using literature analysis,combing the digital era,the present situation and development trend of nationwide reading to grasp the development trend of digital reading.From the perspective of reading ecological theory,this paper analyzes the opportunities and challenges brought by digital technology.The second chapter is theoretical construction.From law,public management,education technology to find the theoretical origin.It mainly includes the theory of reading right,the theory of public cultural service,the theory of promoting legislation and the theory of collaborative education.By reading right origin and connotation,think reading reading right is universal legitimacy foundation of legislation in the digital environment,reading rights and national education and show the conflict and balance of the right of communication information through network relations;The theory of public cultural service emphasizes that the reading legislation of the whole people should adhere to the principle of government leading and social participation,and reflect the characteristics of public welfare,equality and convenience.Type to promote legislation theory that legislation of nationwide reading movement except for the subjects of the government and public welfare institution should be set to basic compulsory obligations and responsibilities,to other non-state actors should give priority to in order to promote and inspire,and emphasizes the responsibility of diversification;Combined with the synergistic education theory,it is believed that a universal reading promotion mechanism should be established in the national reading legislation.The third chapter is about the problems.In reading foreign legislation history and experience,on the basis of the use of policy text of quantitative and qualitative research method of combining content,comparative analysis on the reading of the state and local legislation,a total of seven legal texts for text analysis.The result shows: the legislation law of nationwide reading movement level is low,the operability is not strong,dislocation absence of leadership,organization,school reading education system lack,lack of supervision system,the government responsibility to others,can not adapt to the digital age problem such as the demand of lifelong learning.The fourth chapter is the cause of reflection.From the economy,culture,education,media,law five aspects comprehensive analysis of the deep-seated reasons for the above problems,think reading national legislation must identify legal nature,the right of reading education attributes based on the basic national conditions,suitable for the digital age development needs of lifelong learning law of nationwide reading movement.The fifth chapter is the countermeasure suggestion.Based on the above analysis,countermeasures and Suggestions are put forward from three aspects: legislative orientation,technical optimization and system improvement.Combined with the development needs of education information 2.0 era,from the public welfare digital reading platform,digital reading resources,such as digital copyright,digital reading literacy education ways to construct the digital reading security system.Digital age,it is necessary to re-examine digital technology for the influence of nationwide reading,as the top-level design of national legislation,must grasp the digital technology on the opportunities and challenges of nationwide reading,going along with the historical trend,taking advantage of the power of technology to promote the reading,and formulate relevant systems to reduce its negative effect,only in this way can make a law to meet the needs of society.It is hoped that this study can help to improve the legislation of national reading,promote the development of national reading,and promote the construction of a learning society.
