Advocating reading for the whole people and building a learning-type society are related to the quality of the people,to the comprehensive national strength and to the future of the nation.This paper studies the legal policies of national reading in China and six other countries from the level of national and local legislation,briefly summarizes the process of reading legislation in each country,expounds in detail the reading laws of each country,and also summarizes the bills related to reading.The fourth chapter of this paper makes a deep analysis and comparison of Chinese and foreign reading legislation from the legislative subject,legislative object and legislative content,and deeply ploughs the beneficial provisions in foreign reading legislation and the contradictions and difficulties in reading legislation in our country.Finally,combined with the actual situation of reading research and popularization and development in our country at the present stage,this paper finds out the gains and losses in the implementation of the regulations on the Promotion of Reading for the whole people and the legal policies of local national reading legislation,draws lessons from the experience of foreign reading legislation and reading promotion,So that the development of national reading work has its own unique organizational system,reading resources and reading service facilities in the national development imbalance can also be improved to a certain extent.At the same time,it provides a useful reference for our country to formulate a special reading method.
