Survey And Analysis On The Situation Of National Reading Legislation

With the continuous development of economy and the improvement of living standards,the public’s growing cultural needs are also increasing.To meet people needs,improve the whole nation’s scientific and cultural quality,the country launched the national reading activities from the beginning of 2006.After nearly 10 years of development,the effect of national reading practice is obvious and gets the support of the public,so the calls of legislating for national reading are also increasing.2013 national reading legislation has been included in the national legislative work plan.This concept was first written into the government report in 2014 national NPC and CPPCC after two consecutive written into the government work report in February 17,2016.The State Press and Publication Administration announced the"Promoting National Reading Regulations"(draft).However,exiting research on national reading legislation is not sufficient,most of them only on the national reading legislation environment,the necessity and significance of the research with the lack of systematic legislation,universal reading system.Therefore,strengthening the research in the field will ultimately contribute to national reading legislation.This paper mainly talks about next four issues with the method of literature survey,network survey mainly on the following four issues.First,the formed reading rules and regulations;second,the innovation and inadequacies of these articles;third,the problems and countermeasures of the national reading legislation situation.First of all,this paper investigate the process of reading legislation and summarizes the legislative experience of the foreign countries including the United States,Britain,South Korea,Russia,Japan.Some of the neighboring countries and some own the similar cultural development history with China.These experiences mainly include the development of digital reading,attention to minors reading,analysis of influencing factors.At the same time,through the investigation of the of China’s national reading legislation status,we found that Jiangsu,Hubei,Shenzhen,Liaoning and Sichuan Province have formulated local laws and regulations.Then this paper summarizes the innovations and deficiencies in the reading legislation and conclude the existing problems and the causes of these problems.Finally,according to national reading legal documents and the present legislative problems,this paper put forward thinking and suggestions on national reading legislation.from the aspects of.legal principles,national reading duties,national reading promotion measures,national reading safeguard measures,annex.
