As a social phenomenon, corruption has been accompanied with each processof the political development of mankind, and it has become a headache problem inworldwide, which has seriously affected the development of each country. The truelevel of corruption is difficult to discern because corruption has the characteristics ofinvisibility and complexity. Since the middle of1990s of20th century, themeasurement of corruption degree theory has developed rapidly, many effectivemethods have been proposed, and Corruption Perceptions Index (CPI), created byTransparency International, is considered to be the most representative one.Although it has been questioned by many scholars since its first publication, theeffectiveness of CPI spread rapidly accompanied with the improvement of the indexsystem, and it has become the authoritative indicator in measuring the level ofcorruption, which is a milestone in the field of corruption study. The publication ofCPI has significant implications. It received increasing attention from many countriesand the general public, the index system has also provided an important foundationfor the follow-up study of corruption, more importantly, CPI directly affect theanti-corruption practice and measures worldwide.This paper collects a quantity of literature information about CPI, analyzes andstudies comprehensively the methodology, validity and reliability of CPI, todemonstrate the scientific of CPI, at the same time, it interprets CPI from theperspective of politics, to find the theoretical foundation of CPI, then discuss theinternal connection between CPI and corruption-free politics. Based on theconclusion of Chinas CPI score and rank every year, the paper analyzes the problemsthat exist in Chinas anti-corruption, the CPI reflect a fact that China has virtuallymade some progress in anti-corruption for the last years, but they also show thatcorruption is still very seriously in China. By referring to the advanced principleswhich CPI provided to us, we can put forward the pointed countermeasures, establish and improve the National Integrity System with Chinese characteristics, and furtherpromote the construction of a clean and honest government of China.
