The New Geo-economic Outlook And The Functional Reconstruction Of The Shanghai Cooperation Organization Under The Vision Of The “Belt And Road” Initiative

After the collapse of the pattern of the cold war,the way to gain international dominance through military means is gradually being replaced by the way to obtain international discourse rights through economic means,at which moment the Geo-economic Theory also emerges.Competition and cooperation are two key characteristics of the Geo-economic Theory.Geo-economics develops on base of Geo-politics and is greatly influenced by Geo-politics.Thus the traditional views of Geo-economic Theory emphasize more on competition,control,opposition,containment,relatively weakened cooperation and joint,etc.,emphasize that states are major Geo-economic actors,and look down upon or ignore the role of international organizations and multinational corporations in Geo-economics.At the same time,ideas of competition,containment and conflict,etc.are tend to be taken as the guiding philosophy for solving complex issues such as economy,religion,etc.,which aggravates the conflicts."The Belt and Road"emphasizes cooperation and equality with its ideas of openness and inclusiveness,peace and cooperation,mutual benefit and win-win,mutual learning,and adheres to the principles of achieving shared growth through discussion and collaboration.The proposal of the Belt and Road has enriched the Geo-economic Theory,amended some of its views,and creatively formed new Geo-economic views including the content of new Geo-economic space,new concepts of international relations,new international economic patterns,new frameworks of win-win cooperation and new trends of factor flows.After nearly 20 years of development,the Shanghai Cooperation Organization has made remarkable achievements in the fields of economy,security,humanities,etc..As the"the Belt and Road"initiative is put forward,the Shanghai Cooperation Organization(SCO),with its membership highly overlaps with that of the Belt and Road area,frequently interacts with it in function.Therefore,the new Geo-economic views formed in context of the Belt and Road is inevitable to have an impact on the development of the SCO,and especially brings up new requirements for the functional reconstruction of the SCO in the fields of security cooperation,economic cooperation and humanities cooperation,etc.
