Research On The Modernization Of Government Governance Capacity Under The Background Of "Internet+"

With the development of the global revolution of science and technology,especially the great progress of Internet technology,it comes into the "Internet +" era."Internet +" apply new information technology to traditional businesses and consumers and changed the market economy structure: on the one hand,it gives the traditional industries have a newer,faster,more rich innovation space,on the other hand,it makes the citizens of as consumers have more power to express themselves."Internet +" in the era of modern economy reflects the features of diversity,rapidness and convergence: diversity is reflected in the diversification of the governance body,diversified interests as well as the expression on channels and management tools;rapidness reflect the frequency of the happening of events,information transmission and citizen's response;convergence is embodied in traditional industry and Internet industry boundary integration,online information convergence and convergence of thoughts.The age of "Internet +" makes new demand for new government governance both from the theory and practice.In theory,the "Internet +" gives people greater ability to participate in the governance process stimulate transformation from government management to governance,which emphasize both the public organizations and citizens.From the practical point of view,"Internet +" made continued integration of related subjects in market economy,rapid innovation iterative development,which requires the government governance capabilities to quickly catch up with and adapt to the new norm,making the modern governance the originator of growth.Based on the discussion above,the research emphasis of this paper is to explore how the government governance theory combined with "Internet +" to realize the modernization of government governance ability."Internet +" in China has both specific and universal meaning.Particularity embodied in the widespread application of Internet technology has brought the new opportunity for China's social and economic development.Universality embodied in the "Internet +" provide for the world of academia research ground regarding the relationship between the new technology and institutional change.At present,academia has not formed a systematic view on the "Internet +" relationship between the government,but copying western governance theory is no longer able to adapt to the requirement of the modernization construction in government governance.Therefore,this article studies "Internet +" era of government management modernization,has certain theoretical as well as practical significance.This paper,based on the perspective of the government,social collaborative governance,analysis of the "+" Internet age government faces,risks and challenges of the new situation,and based on the modernization of Chinese government governance reform practice,clarify the modern government required to bear the responsibility and obligation,to explore the Internet can assign ways and methods of the governance ability.To achieve the research purpose,this article mainly uses the following three methods:First,the method of marxist historical materialism.This work utilize comprehensive marxist materialist view of history and theory of state,based on the analysis of the "+" Internet era and on the theory of state relations,this work uses inductive and deductive logic way to process analysis.Moreover,this work adhere to the historical materialism method and put forward effective policy recommendations through in-depth study of "Internet +" thinking logic,opportunities and challenges.Second,literature research method.Both Chinese and English literature are referenced as valuable information.To broaden the research,this work reviewed materials including books,relevant policy documents,academic papers and the third party report represented by traditional rigorous research material,and social commentary,news media and other new research data which has the characteristics of the Internet age.This paper reviewed the related materials to conduct a comprehensive study,in order to obtain innovative vision and solid theoretical basis.Third,comparative political study method.Not only from the perspective of technology innovation but also the angle of the large-scale commercial applications,west walk in front of our country in internet age.In the field of government governance,western governments also take the lead in Internet technology application with "open government" being a typical case.Therefore,in order to explore the "+" Internet age government management modernization in our country,the needs of western management experience to fully study and reference,by controlling the comparative study of the method,which helps us achieve this goal.This paper is structured as follows: in introduction part,the work clarifies research questions,research methods,the current status at home and abroad and finally innovation.In the first chapter,the theory and development of "Internet +" were summarized,followed by summarizes of general characteristics "Internet +" era.In the second chapter,the work explains the transformation of government governance ability modernization,forming the theoretical basis of this article.In the third chapter,the work analyzes the era of "Internet +" ruling environment's new change together with opportunities and challenges.In the fourth chapter,similarities between internet plus and government management are given much thoughts.In the fifth chapter,on the basis of the research content,the "Internet +" and the concrete countermeasures to conduct a comprehensive analysis of transformation of the government.Then it comes to conclusion.The innovation of this article lies in three aspects.First,the innovation of research perspective.Taking "Internet +" as a research angle to study government governance ability modernization,not only to seize the technological progress the fundamental characteristics of the era theme,but also can use a unified logical to include social ideological trend,new citizenship behavior patterns,changes and new social hierarchy,etc.,which are traditionally relatively dispersed.Second,the innovation theory framework.Through systematically reviewed related literature at home and abroad,the paper constructs the theoretical framework for the cooperative governance and isomorphism,and summarized from both macroscopic and microscopic perspectives.This helps avoid missing important issues.Third,the innovation of research method.On one hand,this paper combines theory analysis with practice analysis,rather than the traditional mode of study on western governance formulaic.On the other hand,this paper uses problem oriented research methods,tightly grasp "Internet +" era of government governance,to improve the capacity to grasp the core link,acknowledging the participation of the masses as well as emphasizing the dominance of the party and the government;acknowledging the positive significance and effect of the Internet as well as solving certain puzzles.At the same time,from the perspective of grasp the initiative and initiative to big data applications,this paper discusses feasible method of government governance in the process of modernization,which avoids being lack of practical guidance.
