It is absorbing resources from society that starts the reason of state, and offers anessential condition to political community, as well as provides materials and otherfoundational resources to states’ efficient operation. Therefore, as the ability toincentive absorbing resources from society, extractive capacity is an importantcomponent of state capacity and state’s governance capacity. The strength ofextractive capacity determines whether a country has sufficient resources and powerto apply to public policy-making and public service. Moreover, the strength of stateExtractive capacity has further effects on the transformation from will and goals of thestate to real validity, which makes state extractive capacity becoming an importanttopic in contemporary political science, finance and other research areas.With the time going into21century,, the speed of the information resources andknowledge production continues to accelerate. Internet’s penetration and applicationsin various fields, improve the efficiency of social functioning. Knowledge andinformation society has become important resource to development of modern society,and accelerates people accessing to information era. This phenomenon challengesState Extractive Capacity theory proposed in1980s, which is based on industrialsociety and its resource-based view. As a result, it is necessary to study modern StateExtractive Capacity system. This article analyses states’ contemporary demands forsocial resources in ways of extractive objects and methods from the perspective ofState Extractive Capacity’s basic theory horizon. Internet is a representative figure forthe information society. To study it can dig deeper in modernization on stateextractive capacity and propose a breakthrough from traditional resource-based viewto the theory. In the context of information resources becoming the most importantresource to modern society, it is of great significance that state can extract information,in the mean time, internet-based information tools would became the uniform way ofstate extract material, energy and information resources.Firstly, according to the historical background of State Extractive Capacity theory was proposed, this article points out that the industrial society see physicalmaterials and energy as main social resources. Under the guidance of this traditionalresource-based view, this article analyzes the state to learn the meaning and functionof state extracting social resources. By analyzing characteristics of extracted objects,the article finds out the main methods of state gaining recourses are taxes, nationaldebt and other fiscal measures. According to former analysis, it discusses thelimitations of state extractive capacity under traditional resource-based view, andproposes that to bring information to state extracting resources and to studyintensively on resources gaining methods.Secondly, this article discuses into details about the changes of extracted objectsunder the information society, especially in the internet era. It also analyzes thereasons why that under dimensions of information and knowledge society,information would replace material and ability, and become the most importantresource. On this basis, this article discusses that internet has changed the wayinformation production and further enhances the availability and properties ofresources. Moreover, Internet has changed the former occupation pattern ofinformation resources from state and society, which weakens the superiority of states’owning information. It further enhanced the necessity for state to gain socialinformation. Comparing to materials and energy, the article analyzes that after statehas extracted information, it could play a unique role.Thirdly, the article focuses on states’ resource acquiring methods and tools undermodern conditions, especially internet era. Marketization and commercializationmake monetary means, such as taxes and national debt, the replacement of materialand energy, and becomes a direct object for state extracting. Along with the popularityof internet, more and more traditional fields of society are becoming online,virtualized, which makes information approach a uniform way for state to gainmaterial, energy and information. What’s more, with the development of informationtechnology, technical means will gradually replace human labor and artificial tools,and become states’ main method of extracting information. It also increases theefficiency and effectiveness extracting resources. In addition, since more informationis born from society, internet enterprises have become important information ownersand the "strong men". State needs strengthen the cooperation with internet enterprises. Furthermore, there is no territorial restriction for extracting information, so it isimportant for state to respond better to cross-border resources gaining internationalcompetition.According to the author’s recent working experience, this article further analyzesthe points worth noting in work-related practice. The projects used as case studies areBig Data Analytics on the Third Plenary Session of the Eighteenth Central Committeeof the CPC, Baidu SMEs vitality index, National Golden Tax Project (Phase III)projects, etc.. This article also combines the networked feature of internet and modernsociety to discuss the significance of state extractive capacity in aspects of nationaldevelopment, national governance system and modernization of state’s governancecapacity.Lastly, combining with the above analyses, this article finds out thecharacteristics and requirements of modernization of state extractive capacity in thelast part. It also proposes several strategic thinking and approaches in the new era tomake improvements on our state Extractive capacity, which are to develop domesticInternet industry and to strengthen management and utilization of internet companies.
