The Public's Sense Of Injustice And Its Impact On The Collective Behavior Under The Context Of Policy Implementation Deviation

The deviation of policy implementation refers to the policy-related phenomenon of behavioral effects' being far away from the objectives of policy and harm done to the interests of the public caused by the influence of the subjective and objective factors in the implementation process of the executive body.The deviation of policy implementation would do harm to public interests and lead to the public's sense of injustice.On this basis,it would generate anger,which would cause a negative behavioral reaction.Therefore,the public's sense of injustice under the context of policy implementation deviation can be regarded as the psychological basis for the public's emotional and behavioral responses to policy implementation deviation.This study explains the main influencing factors which would cause the public's sense of injustice under the context of policy implementation deviation,and the process and mechanism through which the sense of injustice is influenced,explores the measures to reduce the public's sense of injustice under the context of policy implementation deviation,and then studies the influence mechanism of the public's sense of injustice on the collective behavior(intention)of the public.The following conclusions are obtained:First,under the context of policy implementation deviation,the extent of damage done to the interests of the public,authorities' intention,and the lack of justification of the authorities can positively predict the public's sense of injustice.The more the public think that their own interests suffer losses,the authorities' implementation deviation is intentional,and the authorities lacks good cause for such implementation deviation,the higher they will feel the sense of injustice.Second,under the context of policy implementation deviation,the degree of interest damage and the intention of the authorities would significantly affect people's sense of injustice.As for the effect of the authorities' intentional regulation over the degree of interest loss on the public's sense of injustice,the degree of damage to the interests of the public would significantly affect people's sense of injustice if the authorities' intention is in low degree;the degree of damage to the interests of the public would not significantly affect people's sense of injustice if the authorities' intention is in high degree.Moreover,the authorities' role of intentional regulation would affect people's sense of injustice through the intermediary of the authorities' being blamable.The degree of interest loss can positively affect people's sense of injustice through positively affecting authorities' being blamable under the context of the authorities' low degree of intention;the degree of interest loss cannot positively affect people's sense of injustice as it does not significantly affect the authorities' being blamable under the context of the authorities' high degree of intention.Third,under the context of policy enforcement deviation,procedural justice significantly reduces the injustice of the subjects and the dissatisfaction of the results.Moreover,if the procedural information is firstly presented,procedural justice can significantly reduce the subjects' sense of injustice on distribution,the general sense of injustice and the dissatisfaction of the results in the unfavorable situation.However,if the unfavorable results are shown firstly,what can affect the subjects' just judgment are the information of the result and procedural justice has no significant impact on the subjects' sense of injustice and dissatisfaction of the result.Fourth,under the context of policy implementation deviation,trust in administrations and interactional justice can significantly reduce the sense of injustice.And the interactional justice regulate the effect of trust in administrations on the sense of injustice: if the interaction is injustice,the effect of the trust in administrations does not significantly affect the public's sense of injustice,and the trust in administrations has no protective effect;if the interaction is just or no interactive information is available,the injustice sensed by the public in the situation when the trust to the authorities is high is significantly lower than that when the trust to the authorities is low,and trust to administrations plays a protective role.Fifth,under the context of policy implementation deviation,the public's sense of injustice would significantly predict the public's intention of collective behavior.The authorities' being blamable and anger serve as intermediary between the public's injustice and collective behavior of the public.Moreover,the public's sense of injustice can have an impact on the public's intention of collective behavior through the intermediary: being blamable?the emotion of anger.The significance and contribution of this study is mainly reflected in the following aspects.In theory,this study explores the negative effect of policy implementation deviation from the micro level based on the sense of injustice,further expands the applicable scope of relevant theory of justice,and enriches the study on the field of policy implementation and the field of justice.In terms of methods,this study explores the effect of policy implementation deviation on the public's sense of injustice by setting up deviations of policy implementation with the method of context-based reading and operating procedural justice and interactive justice in the laboratory.For the first time,the measures used to effectively reduce the public's sense of injustice under the context of policy implementation deviations were explored in laboratory research,which makes up for the lack of theoretical research and the problem of more theoretical but less empirical research on policy implementation deviation.In practical application,this study plays an important role for the governments and authorities of different levels to understand and grasp the inherent law of the influence of policy implementation deviation on the public psychology and reduce the adverse effects of the deviation of policy on the public,and provide empirical research support for governments and authorities of all levels intheir public management practice.At the same time,it also provides support and help for governments and authorities of all levels to control and reduce the possibility of deviation in policy implementation,and ensure the realization of policy objectives and public interests.
