Study On The Government Decision-making Mechanism And Effectiveness Promotion Of Network Public Opinion Supervision

With the rapid development of the Internet,network media,as a new form of information dissemination,has penetrated into people's daily life.In recent years,with the convergence and transformation of social structure and the rise of We Media platform in China,a variety of social contradictions are highlighted in the form of network public opinion.Since the Eighteenth National Congress of the Communist Party of China,Secretary-general Xi has successively put forward such important statements as "taking network public opinion as the top priority of propaganda and ideological work","carrying out network public opinion struggle in depth","grasping the initiative of this public opinion battlefield as soon as possible","building a clean and upright network space for the vast number of netizens",and so on.The important judgment of "the battle of public opinion is yet undecided" has been made.Therefore,strengthening the network public opinion monitoring work should be an important part of the government's routine.Relative to the importance of network public opinion monitoring,at present,most of the research on the government decision-making mechanism and effectiveness of network public opinion monitoring is theoretical.There is no empirical and data support on how to optimize the government public opinion monitoring decision-making and improve the efficiency of decision-making.It is difficult to elaborate the government decision-making mechanism and the path to improve the efficiency of public opinion monitoring from an objective and comprehensive perspective.In view of this,this paper will first deconstruct the mode of network public opinion dissemination,elaborate the elements and mechanism of the evolution of network public opinion,and conduct in-depth research on the relevant elements,decision-making mechanism,decision-making path,promotion structure,promotion model and promotion strategy of the effectiveness of network public opinion monitoring and decision-making,and make an empirical analysis of the "87 Middle School District Housing Event in Lv Yuan District" in Changchun City.Finally,it promotes the continuous improvement of the mixed qualitative and quantitative research mechanism and public opinion monitoring strategy of government decision-making mechanism and efficiency improvement in network public opinion monitoring,so as to better respond to the current practical requirements for network public opinion analysis and control.As a sub-project of the project "Research on the semantic identification and crisis response of multimedia online public opinion in big data environment"(Project No.71473101)of the National Natural Science Foundation of China.This paper is innovative in topic selection,innovative in research methods and makes up for some of the gaps in the field of discipline research.The main contents of this paper are as follows:Firstly,based on the summary of the existing mode of network public opinion,this paper points out its limitations.Through the analysis of the connotation of multimedia network public opinion,this paper describes its evolution elements from various angles,and analyses the different evolution stages of multimedia network public opinion.From the perspective of communication and system dynamics,it studies five different mechanisms of multimedia network public opinion: cause and effect,generation,development,function and regression.Secondly,this paper combs the elements involved in the government decision-making process for network public opinion monitoring,specific decision-making process and internal mechanism.By deconstructing the six elements of government decision-making and five different forces,four decision-making processes of government oriented to network public opinion monitoring and their corresponding mechanisms are finally obtained.According to the dynamic factors of the evolution of network public opinion,the decision-making objectives are subdivided into four parts: subject structure,object attribute,incident component and media effectiveness.The evaluation index system of network public opinion events is constructed as the basis of network public opinion decision-making.On this basis,a government decision-making path model oriented to network and monitoring is constructed,which mainly includes network public opinion classification analysis,routine regulation of network public opinion and emergency response of network public opinion,and the specific path of government decision-making oriented to network public opinion monitoring is analyzed.In view of the specific path,according to the results of the classification of network public opinion "red,orange,yellow and blue" and the conclusion of the ontology additive coefficient,the specific strategy of government decision-making is put forward.Thirdly,from the perspective of government public opinion monitoring process and public opinion monitoring path,this paper deeply analyses the constraints of improving the effectiveness of network public opinion monitoring.This paper analyses the technical needs of improving the effectiveness of government network public opinion monitoring,and proposes the overall technology of improving the effectiveness of government public opinion monitoring based on the model of improving the effectiveness of government public opinion monitoring.Subsequently,aiming at improving the efficiency of government decision-making oriented to network public opinion monitoring,this paper constructs a mathematical model group of routine regulation of network public opinion,classification analysis of network public opinion,emergency response of network public opinion,and takes Changchun City "87 Middle School District Housing Event of Green Park" as an empirical analysis sample,using PLWAA model,Bayesian network key node diagnosis model and Bayesian network case matching.Model,opinion polarization model,participation willingness model,emotional tendency model,object survival model and so on have obtained the classification results of public opinion events,identified the key nodes of public opinion network,found similar cases with the incident,and proposed the key efficiency improvement path.Finally,specific strategies are put forward to improve the effectiveness of government decision-making oriented to network public opinion monitoring as the realistic foothold of the full text.Improve the efficiency of government image by improving information disclosure and shaping the new image of government;improve the effect of government affairs by improving information collection mechanism,establishing five-step workflow and public opinion analysis mechanism;improve the efficiency of government work by strengthening system construction and improving management technology;and improve the efficiency of government work by establishing internal coordination mechanism of local government and cooperating with social forces.Government management collaboration;through improving the quality of monitors,strengthening education and guiding ordinary netizens to enhance the maturity of government control.
