Research On The Reform Of State-owned Assets Management From The Perspective Of Public Economy

The Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China deliberated and adopted the Decision of the Central Committee of the Communist Party of China on Several Major Issues Concerning the Comprehensive Deepening of Reform,marking the formal opening of China's modernization drive in the new era.The Party Central Committee,with Xi Jinping as its core,has defined the overall objective of this comprehensive deepening reform as "perfecting and developing the socialist system with Chinese characteristics,promoting the modernization of the state governance system and governance capacity".The fundamental purpose is to solve the current imbalance of economic and social development,the disharmony of regional economic development and the unreasonable development of industrial structure in China by liberating productive forces and developing productive forces.To meet the development needs of the new era,we should promote comprehensive,coordinated and sustainable economic and social development,and lead the Chinese people to realize the grand blueprint of "two hundred years".The comprehensive deepening of reform covers all aspects of economy,society,politics,national defense and diplomacy,among which the management of state-owned assets naturally covers.As an objective factor of public economic productivity,state-owned assets are the important material basis of the socialist system with Chinese characteristics.They are the important support for our Party to govern and rejuvenate the country and achieve the goal of governance.They play an extremely important role in the operation of the whole public economy.For a long time,the growing state-owned assets have made historic contributions to China's economic and social development,scientific and technological progress,national defense construction and people's livelihood improvement.However,in the face of challenges,opportunities and contradictions under the new situation,the current state-owned assets management system and mechanism highlights many defects and drawbacks.Only through deepening reform can the inherent functions of state-owned assets be more fully developed.The Decision of the Central Committee of the Communist Party of China on Several Major Issues of Comprehensive Deepening Reform clearly puts forward the task of "Perfecting the Management System of Various State-owned Assets",which makes deepening the reform of State-owned Assets Management become a research subject of great theoretical value and practical significance.The reform of state-owned assets management can be studied from different perspectives and methods.From the perspective of public economy,based on consolidating and developing the socialist system with Chinese characteristics and promoting the modernization of state governance,this paper uses the methods of combining norms with demonstrations,combining history with reality,and in accordance with the logical order from abstraction to concrete,focusing on the analysis and solution of the system and mechanism of state-owned assets management,with six components and nearly 130,000 words in length.On the basis of theoretical analysis,this paper systematically puts forward the guiding principles,target framework,countermeasures and policy suggestions for deepening the reform of state-owned assets management.The main contents are as follows:1.Summary of the basic theory of state-owned assets management and its reform 1.Summary of the basic theory of state-owned assets management and its reform.This paper mainly summarizes Karl.Marx & Friedrich.Engels property right theory,western property right theory,transaction cost theory,principal-agent theory,market failure theory,public finance theory,public economy theory and public management theory related to this topic,and evaluates its application in the research of state-owned assets management and its reform.2.The related theory analysis of state-owned assets management.Mainly from the perspective of public economy,this paper makes a systematic analysis of the connotation and extension,source and destination,classification and internal relations,essential attributes and inherent functions of state-owned assets.On this basis,it analyses and expounds the allocation,operation and guiding principles of state-owned assets.3.Analysis of the management system and mechanism of state-owned assets.According to the idea of "problem-oriented",this paper analyses the history and current situation from the perspective of public economy,reveals the problems and their causes in the allocation,operation and management of all kinds of state-owned assets in China,and lays a logical premise for exploring relevant reform and innovation measures and proposing ways to optimize the management of state-owned assets and its system.4.Put forward the general idea of optimizing the management system of state-owned assets.Based on the theoretical analysis of the allocation and operation system of state-owned assets,this paper puts forward the reform path of classifying and optimizing the allocation and operation system of state-owned assets,and the thinking framework of overall allocation,comprehensive coordination and unified supervision mechanism covering all kinds of state-owned assets.5.Deepening the management reform of operational state-owned assets,official state-owned assets and natural resources state-owned assets.In the part of deepening the reform of public service state-owned assets management,aiming at optimizing the reform path of public service state-owned assets allocation and operation system,this paper puts forward specific reform ideas from three aspects: horizontal and vertical management system,organic combination of asset management and budget management financial management,and supervision system.In the part of deepening the reform of managerial state-owned assets,the top-level design ideas are put forward from four aspects: perfecting the horizontal and vertical management system,clarifying the responsibilities and powers between representatives of investors and state-owned enterprises,perfecting the incentive and restraint mechanism and supervision mechanism for managers of state-owned enterprises,and operating budget of state-owned capital.In the part of deepening the reform of the management of the state-owned assets of natural resources,we emphasize the management of the state-owned assets of natural resources with the scientific development thinking.We propose to establish a unified management system,an incentive and restraint mechanism and a pricing system for the state-owned assets of natural resources on the basis of clarifying property rights and strengthening property rights management,and to improve the legal system for the management of the state-owned assets of natural resources.
