Exploration Of China State-owned Assets Management System Reform

Until 16th National Congress of Communist Party of China ruled its direction, policy, frame regulation, state-owned assets management system reform is fully under way in 2003. But there are a lot of theoretical questions that have not really been solved and especially the research of operating need to be deepened further, so study on strengthening state-owned assets management system reform has important realistic meaning.This paper bases on economics and management relevant theories , absorbs the present state-owned assets management system theoretical research and new achievements, adopts the comparative real example analytic approach, analyses and examines the basic conception, classification, intension and influence factors of state-owned assets, combines successful experiences of domestic and foreign country and argues management system reform from operating aspect in detailed and the outside environmental construction Through analysis and research, this text tries to innovate and break through in the following several points:1. The property, assets, capital and property right are not only connected but also distinguished. We must analyze concept of state-owned assets connecting with national wealth, state-owned capital, state-owned economy and state-owned enterprise. State-owned assets should be managed by the governments of this country naturally as the property of the country, so the government should legally enforced owner's right. State-owned assets, invested hi economic field, especially competitiveness trade, have better capital nature extremely. Like other social capitals, stated-owned assets should pursue economic goal of capital remuneration maximize as the ultimate goal, while it can't emphasize its community responsibility excessively. State-owned assets embody the state-owned economy in national economical operation. The state-owned economy is not merely the economic pillar of the socialist system, and the ridgepole and beam of supporting national economic development, therefore state-owned assets' operating should be combined with strategic structural adjustment of state-owned economy and make revitalizing national economy as one's own duty. State-owned assets are invested in an enterprise, then we should pay attention to not only the varieties of the investing form, but also the validity of the investment way. Meanwhile, we should comply with the modern corporate governance structure, adhere to contributor's qualification, fulfill contributor's right well and should be appropriation in the management of state-ownedassets, can't be violated.2.Present state-owned assets are distributed extensively, take high proportion in national economy and are characteristic of unbalance of development and market economic system requires indirect of management, which determine state-owned assets management style must be multi-layer "commission-agency". Agency chain is so long that it not only will reduce the efficiency of management but also will increase the acting cost. On the contrary, if the agency chain is too short, it will cause the overlay of government's public management function and government's management function of state-owned assets, which will form the situation of the undistinction between the functions of the government and those of enterprises and will cause the poor efficiency of management too. Therefore setting up scienctific state-owned assets administration and supervision authorities is the key point of management system under market environment.3.To construct the management system of state-owned assets , we should consider the objective request for the theory in organizing management microcosmicly and the restrictions of this country's politics, the economic system, science and technology and productivity development level macroscopicly.
