Rural Social Organizations Participate In Rural Governance Research

It is a very valuable exploration of the participation of rural social organizations in rural governance.This kind of exploration not only provides the majority of left-behind villagers with services that meet the needs and also offers opportunities and platforms for participating in public affairs,but it also helps the government save a large cost of the mobilization of villagers and village stability,which has provided a new idea for the rural governance system that combines autonomous self-government,rule of law,and rule of virtue.At present,the hot-spots of academic circles are mainly based on solving the theoretical paradox and practice dilemma in the structure of“village governance”,which is concentrated in the research of grassroots government and rural governance,the study of farmers’ cooperative economic organization and rural governance.However,researches on rural social organization and rural governance are less concerned.Besides,the literature is relatively fragmented and most of the researches are from the perspective of rural social elites and present a single problem analysis,such as analyzing the operation mode of the township ethics council,the old-age association and the government cooperation etc.In terms of the influence of its participation in rural governance,scholars pay more attention to the role of rural social organizations in providing rural public services,maintaining village stability and developing rural public spirit,while few researches have been done on the changes in the main structure,governance methods,and governance content of rural governance result in participating in rural political,economic,cultural and social organizations.Based on the practice of social organizations participating in rural governance in Zhoushan village in Henan province,this study tries to show the process of rural social organizations participating in rural governance and its influence on the main structure,distribution rules and governance model of rural governance.Therefore,this study takes social organizations in Zhoushan village as the research object,then it analyzes the process of social organizations in Zhoushan village participating in rural governance by means of participatory observation,in-depth interview and questionnaire survey,and elaborates the following three issues: first,the operating mechanism of social organizations in Zhoushan village;Secondly,the fields and ways of social organizations participating in rural governance in Zhoushan village;The third is the effect of social organizations participating in rural governance in Zhoushan village.On this basis,the beneficial experience of rural social organizations participating in rural governance is summarized.Zhoushan village social organization is a voluntary social organization with economic,cultural and social functions.It is characterized by strong subjective consciousness of its members,prominent commonweal and mutuality,the high degree of participation of villagers and emphasis on gender equality.It is representative of rural social organizations.In the process of self-management and operation,island village social organizations to take "concentric circles" type of organization structure implementation management in order to promote,motivate,persuade and increase villagers’ participation.At the same time,using different forms of interaction between multiple subject and social interaction,building up the government,two village committees,media,expert team,other groups such as social support network,formed a relatively complete and efficient internal operation mechanism.In the process of participating in rural governance,social organizations in Zhoushan village actively change cultural customs,promote rural gender equality and promote the governance of rural virtue.It cultivates rural behavior rules,revise village rules and regulations in accordance with the law and promote rural rule of law;it also stimulates rural governance subject consciously and explores the social economy,promotes rural autonomy.The empirical analysis of its influence shows that,in terms of governance structure,the structure of governance body of Zhoushan village has gradually changed from villagers of the two committees of township government and village to villagers of the two committees of township government and village and rural social organizations.Regarding allocation rules,the collective resource allocation system and rules pay attention to gender justice and have implemented the legitimate land rights and interests of married women.In terms of governance mode,more emphasizes are placed on democratic consultation,mutual assistance and cooperation and common participation among governance bodies.Therefore,based on the practice of social organizations participating in rural governance in Zhoushan village,this study summarizes following three beneficial experiences.One is that the perspective of gender equality should be included in the process of rural governance;the other is to promote the unification of democracy and the rule of law through democratic consultation;the third is to face up to and play to the main role of the elderly and women.
