Research On The Participation Of Rural Social Organizations In Rural Grass-roots Governance

Township is an important administrative management unit of national governance at the community level.The effectiveness of rural governance is of great significance to the modernization of national governance capacity.Under the major premise of innovating the pattern of social governance at the community level,whether the rural pluralistic governance subjects can play synergy roles and bear rural revitalization requirements and functions or not,directly relates to the realization of the general requirements of the rural revitalization strategy.Rural social organizations are an important part of the pluralistic subjects and are the "main force" of the new rural construction.However,in reality,most rural social organizations remain in name only and have participation limitations in system,capacity,capital and other aspects.How to break these limitations and improve the participation efficiency of rural social organizations is the purpose of this paper.Based on the theories of good governance in rural areas and collaborative governance,the author takes the rural social organizations in Qufu City as an example and studies the effectiveness and problems of rural social organizations’ participation in grass-roots governance through field visits,data collection and comparative analysis.From the perspective of collaborative governance,this paper analyzes the responsibilities and relationships between rural social organizations and the country party-organizations,governments,villagers and other multiple subjects,and looks for the optimal ways for rural social organizations to participate in grass-roots governance.It is found in the study that rural social organizations do play unique roles in cultivating rural civilization,mediating grass-roots conflicts and promoting public services and so on,but there also exist some problems,such as lack of legitimacy,over-dependence,low enthusiasm of participants and service objects,and imperfect system and mechanism.Therefore,through learning the experiences from advanced regions and combining with the practical situation of grassroots,this paper proposes some suggestions:improving rural social organization’s own ability and level,perfecting the corresponding laws and regulations,perfecting systems and mechanisms,doing well at supervision and management and so on.This paper also proposes the main logic thread of governance that coordinating the relationship between rural social organizations and other multiple agents,providing public services to obtain the villagers’ recognition,participating in village governance to promote good governance.Following the main logic thread of governance can commit to promoting rural social organizations to participate in grassroots governance institutionalized and regularized.This paper consists of five parts.The first part is the introduction,which elaborates the background,research significance,literature review,research ideas and methods and so on.The second part includes the core concepts related to governance,rural governance and rural social organizations,and the theoretical analysis.The third part analyzes the development of rural social organizations and the overall situation of their participation in rural grass-roots governance.The fourth part takes the rural social organizations in Qufu City in recent three years as an example to analyze the effectiveness of participation of rural social organizations in rural grass-roots governance.The fifth part analyzes the subjective and objective problems and the cruxes of rural social organizations’ participation in rural grass-roots governance.The sixth part is to study the measures and methods to further enhance the effectiveness of rural social organizations participating in rural governance.
