Participation In Rule Of Virtue:Research On Xiangxian Organization In Modern Rural Governance

As an elite in the rural society,the rural elites have long been the mainstay of the rural governance system.As a result,they are regarded as an important carrier of rural governance by virtue of their "learning from the wisdom of others,worshipping virtue for good,and benefiting the local people".After the reform and opening up,the current situation of rural society governance is not optimistic,With the gradual decline of urbanization,the hollowing out and aging of rural population,the desertification of traditional culture due to the impact of market economy,the gradual dissolution of rural communities,the loss of rural moral and ethical order,etc.,these series of problems make the original vibrant rural society face severe challenges.The report of the 19th national congress of the communist party of China(CPC)pointed out that it is necessary to"strengthen the basic work at the grassroots level in rural areas and improve the rural governance system that combines autonomy,rule of law and rule of virtue".As an important role of promoting the rural moral governance,the rural sage organization,whether in inheriting and carrying forward the traditional moral culture or in helping the current rural good governance,has provided a new way of thinking for solving the dilemma of rural governance.Based on rural virtue,first of all to the commonality of the present rural social change and the plight of rural moral starting point for research,reviews the traditional social form and the follow villager in virtue of the specific function and deficiency,combed the village society public acquaintances in social change and Confucian sex change,the outstanding performance of the three aspects:moral change,summed up the present rural virtue ethics anomie,facing the crowd cavitation weakened,moral binding and other major problems.Secondly,the thesis chooses "village sage organization" as the breakthrough point to summarize its advantages in complementing the subject of rural moral governance and guaranteeing the means and mechanism of moral governance,as well as its roles and identity positioning in rural moral governance,such as rule,mediation and supervision.On this basis,this paper selects the practice of the rural virtuous organizations in Zigui,Hubei province and Deqing,Zhejiang province to participate in the construction of rural virtuous organizations as the main cases,so as to peer into the current basic form of the growth of rural virtuous organizations,and deeply analyze the innovative perspectives and unique advantages of the rural virtuous organizations in the current rural virtuous governance.Finally,based on "the unity of"three governance management background,this paper further summarizes follow villager organizations function of rule of virtue in make up for the village autonomy,and deepen the positive role of rule of law country,thinking in the process of promoting rural virtue,follow villager organizations need to be careful handling follow villager counselor and villagers' autonomy,traditional ethics and modern governance,elite consultation to negotiate these three important relations with the masses,and then puts forward the future follow villager organizations in rural construction virtue may refer to the direction and path of choice,trying to realize the theory view of reality.
