A Research On The Function Of Rural Social Organization In Rural Governance

With the reform of the socialist market economy and established political system , Rural social organizations increasingly play an important role in the country. This is a product of the deepening of China’s reform, the inevitable result of Rural Social Governance transferred from the government choice to social choice. Among these Rural society organizations, some are administrative social organizations played the role of politics, some are economic class social organization relying on economic ties , others are social organizations and cultural organizations provided social services. Based on the practice of these organizations in the governance of departure and through the ways of literature research, case studies and comparative research methods, this thesis studies and analyses the role, ways and difficulties of rural civil organizations governed in countryside.The two towns and four countries selected by this thesis are four typical samples with different ecological economic environment and southwest regional specialties which have the differences in a specific range. Through investigating and studying, we found that different types of rural social organizations play different roles in Rural Management, such as supervising the grassroots democracy, promoting public participation, expressing farmers’ demands, On behalf of the interests of farmers, leading economic development, undertaking the public affairs, improving the social security, maintaining social stability, improving the social climate and promoting spiritual civilization etc. At the same time, different kinds of rural social organizations play a governance role as well.In the meanwhile, rural society organizations are also facing difficulties in governance of the country. Firstly, the weakness governance itself which reflected in members with different levels and low abilities, the relatively loose of organizational structure and without complete regulatory frame work, the weak ability of communicating with others and being not able to seize the opportunity to collaborate. Secondly, the development of rural social organizations has inadequate resources which reflected in the lack of political resources and economic resources. At last, rural society organizations also face the difficulty of low degree of recognition which is official and unofficial dual awareness caused by the organization of administrative.With the difficulties faced by rural social organizationsto further promote the role of rural social organizations played in rural governance, it is supposed to work on improving rural social organizations and strengthening identity. To improve the ability of governance capacity of the rural social organizations, the society should support and guide rural community organizations, regulate them from the system, provide more resources and ensure the development of policy. To strengthen identity, the society should promote self-monitoring and social supervision of rural social organizations from the legal and regulatory and improve social awareness. At the same time, the society should spread the operation governance of rural social organization and achieve the new form of political and market cooperation.
