Research On The Economic Contribution Of Social Organizations

After 40 years of reform and opening up,especially since18 th CPC National Congress decided to deepen reform comprehensively and opened a new era of governance,the top-level design has highlighted the thinking of good governance,the whole package of reform measures for social construction has gradually come to the ground,the legal construction in the field of charity has made a breakthrough.Therefore,the policy environment for promoting the social organizations has become even more optimized.Driven by a series of policy dividends,China's social organizations have encountered unprecedented development opportunities,the number of organizations and employees continue to grow steadily.This sector not only plays an increasingly important role in political participation and social construction,but also gradually become an indispensable part of the tertiary industry and even the national economy,to become an important participant in economic development and an important provider of social services.However,the economic contribution of social organizations has been neglected for a long time.The government and society have a vague understanding of this problem,and even the academics lack basic attention and discussion.In terms of government statistics,the statistics reflecting the economic contribution of social organizations are very inadequate.Value-added data is the only indicator in government statistics that reflects the economic size of social organizations,but it is stopped from publication because of continuing doubts of experts in social organization about the accuracy of the data.In this context,it is necessary to analyze the economic contribution of social organizations from the theoretical and practical aspects.Evaluating the development of social organizations from the perspective of economics is also a very important and new research dimension.This study can not only objectively assess the actual impact and long-term significance of this sector onChina's economic development,but also provide a reference for the formulation and implementation of relevant policies.The logic of this paper is that "the economic contribution of social organization is neglected——the measurement show great economic power——policies should be optimized to promote their development".Firstly,it puts forward the problem that the economic contribution of social organization has been neglected for a long time.On this basis,it introduces social economy theory,resource allocation theory,social capital theory and transaction cost theory as a research perspective,expounds the internal mechanism by which social organizations promote economic growth,puts forward the evaluation index system of social organization's economic contribution.Then,it introduces the main international practices of economic accounting for non-profit organizations,analyzes the problems existing in the economic accounting of social organizations in China,points out the necessity of this study to measure the social organization economy.Thirdly,it selects Beijing as the sample city to measure the economic contribution index system of social organization,and the main results obtained include: a large economic scale,an important employment sector,fees charged for the provision of services are the major source of income,the majority of expenditures was labor costs,the growth rate outpaced the growth of the economy overall,and labor productivity was low.Time series data model and panel data model are used for quantitative analysis,verify that social organization is an important factor to promote regional economic growth.Finally,it combs the economic contribution and development experience of the non-profit sector in the United States,Japan,Germany,Australia and other countries,deeply analyzes the problems and constraints in the economic contribution of social organizations in China,also provide some suggestions on how to optimize and promote the economic development of social organizations in such aspects as deepening the concept of cognition,constructing accounting system,strengthening institutional supply,and enhancing their own ability.
