The transformation of scientific and technological achievements is a key link in determining whether scientific and technological achievements can be transformed into economic productivity.It is an important way to enhance the support of science and technology for economic and social development and the contribution rate of science and technology to economic growth.Doing a good job in transforming scientific and technological achievements has become one of the obligations of China's national scientific research institutions in science and technology innovation activities.The Chinese Academy of Sciences(hereinafter referred to as "Chinese Academy of Sciences"),as the main group of China's scientific and technological innovation,needs to pay more attention to the transformation of scientific and technological achievements.As a state-owned institution,national scientific research institutions must be accompanied by state-owned asset management issues in the process of transfer and transformation of scientific and technological achievements,and many of the objects of state-owned asset management are intertwined with the transformation of scientific and technological achievements.Studying the transformation of scientific and technological achievements of the Chinese Academy of Sciences will inevitably circumvent the problem of asset management.Therefore,this paper conducts a questionnaire survey on 105 research institutes in the whole process of asset management related to the transformation of scientific and technological achievements of the Chinese Academy of Sciences,and is divided into two stages within three years.He has conducted research on more than 60 research institutes,universities and industrial technology innovation and breeding centers(distributed in Northeast,Northwest,Jingyi,Pearl River Delta,Yangtze River Delta and Weinan),which are representative of the Chinese Academy of Sciences,and combined with their long-term work.In practice,a detailed study was carried out on issues related to the transformation of scientific and technological achievements of the Chinese Academy of Sciences into China's asset management.First of all,to understand the actual development of the transfer and transformation of scientific and technological achievements of various units,to explore the problems of restricting the transformation of results and asset management,to analyze the new challenges faced by asset management in the transfer and transformation of scientific and technological achievements of the Chinese Academy of Sciences,and to quote the relevant theories of assets of scientific research institutes.Based on the actual situation of the transfer and transformation of scientific and technological achievements of various units of the Chinese Academy of Sciences,the author analyzes the experience of using foreign countries' asset management models.Secondly,it discusses the transfer mode of scientific and technological achievements of the research institutes of the Chinese Academy of Sciences and its corresponding state-owned asset management mode.By combing the current status,problems and models of the state-owned assets management of the Chinese Academy of Sciences,it constructs a set of performance evaluation system for the state-owned assets management of the Chinese Academy of Sciences,with a view to The scientific evaluation of the effectiveness of state-owned assets management of the Chinese Academy of Sciences.According to the principal-agent theory and the theory of public goods,in order to improve the transfer of scientific and technological achievements of the Chinese Academy of Sciences into the management of Chinese assets,it is necessary to solve the problems of supervision and incentives.Therefore,we will further summarize the existing scientific and technological achievements transformation model of the Chinese Academy of Sciences,study the investment and supervision of asset management in the transfer of scientific and technological achievements,and analyze the various incentives in detail by studying the successful experience of incentive allocation in the research institutes of the Chinese Academy of Sciences.The program conducts research on the issue of incentives and distribution,and strives to do a good job in the management of state-owned assets while promoting the transformation of scientific and technological achievements,so as to achieve synergistic development between the two.Finally,based on the above research,combined with the field investigation,summed up the problems and crux of the transfer of scientific and technological achievements of the Chinese Academy of Sciences into the management of China's assets,and finally proposed feasible countermeasures for the transfer and transformation of scientific and technological achievements.This research focuses on the current hot research issues of scientific and technological achievements transformation and state-owned asset management,and combines the two researches.It not only enriches relevant research literature to a certain extent,but also studies the assets management work of national scientific research institutions.Will be more instructive value.The research uses literature analysis,questionnaire survey,case study and empirical research to analyze the combination of research methods,and uses the analytic hierarchy process and Delphi method to construct a national asset performance evaluation index system,which is more quantitative than the methods adopted by previous scholars.The relevant content of research and case studies makes the research conclusions more comprehensive and practical.
