Research On Multi-Source Multidimensional Government Data Sharing And Service Innovation

With the steady progress of national informatization and e-government project construction,the e-government system construction from national to local has made great progress.But at the same time,the transformation and upgrading of the system is facing challenges such as “data island”.There are many barriers to data connectivity between national vertical systems and local urban systems.Because of the rapid change and development of technology,business modes and user habits,it is difficult to realize service innovation only by using single source data in government system.Therefore,in the present society with new technology and management,the exploration of the applicable government data sharing and service innovation theories and solutions,has become a key theoretical and practical problem to be studied and solved in the process of e-government transformation and upgrading.Based on the theory and system method of e-government governance,this research takes “sharing and service innovation of cross-source multi-dimensional government data” as research object,specifically studying the theoretical model and method to solve the following four interrelated important problems in this topic.Firstly,in view of the problem from top level planning weakness of the traditional government affairs system data sharing mode,this paper proposes a cross-source multidimensional government data sharing model based on e-governance theory,and upgrade of service innovation from collaboration of structure,system and mode.Combined with the blockchain technology,the platform architecture of cross-source multi-dimensional government data sharing is proposed,which lays a theoretical model and conceptual framework for research and problem solving.Secondly,for the identification of influencing factors of cross-source multi-dimensional government data sharing,43 influencing factors in the construction were analyzed,and the most important influencing factors were identified by gray relational analysis and fuzzy clustering.Thirdly,in view of the urgent need for data-driven upgrade of government services,three methods of cross-source multi-dimensional government data service innovation are put forward: 1)service innovation driven by new technology and improvement of traditional government services through digitalization;2)service innovation driven by the change of service concept,changing passive service into active service;3)business environment improved by innovating personalized services for government affairs,which will be realized by government-enterprise cooperation,as well as by cooperation between data operators and enterprises through standardizing and guiding consumers' purchasing behavior.Fourthly,through the method based on super-efficiency DEA,the paper evaluates the performance of the multi-dimensional government data sharing and service innovation,and provides an evaluation method for the use efficiency of government resources.The research and steps of the above four questions constitute a complete system closed loop of cross-source multi-dimensional government data subject research,as well as a process of continuous improvement and enhancement to solve practical problems.This paper puts forward the concept of cross-source multi-dimensional government data,which is the development and supplement of the concept of government data.Based on system and e-governance theory,the research proposes the theoretical model,method and technology implementation scheme of cross-source multi-dimensional government data sharing,which is the practical exploration and theoretical summary of service science and data science in the field of government affairs.Each phase of the study incorporates a number of advanced ICT technology,such as blockchain,data pipeline,distributed computing and so on.Lastly,this paper proposes a model method to build a cross-source multi-dimensional government data sharing platform.While further enriching the theoretical research on e-governance,it provides a demonstration and reference of guiding significance and value for the government data sharing service innovation to promote the transformation and upgrading of e-government.
