Research On The Obstacles And Optimization Path Of Provincial Government Cross Sector Data Sharing

After the 19 th National Congress of the people’s Republic of China,higher requirements have been put forward for China’s governance system and governance capacity.Only by integrating departmental data resources,building a cross departmental data sharing governance system,and improving the relevant mechanism of data resource sharing of government departments,can we break the "information island" and improve the modernization level of government governance capacity.From the current practice of cross departmental data sharing,provinces and cities across the country have different efforts and effects in promoting cross departmental data sharing,and the results of practice are uneven.Cross departmental data sharing is very important for improving the overall governance capacity of the country.Explore a cross departmental data sharing model suitable for China’s national conditions,and promote the opening,sharing and depth of government data Utilization has become an important aspect of improving the efficiency of government services in China.After defining the related concepts and theoretical basis of government data,cross department data sharing and provincial government cross department data sharing,this paper combs the development process and basic status quo of provincial government cross department data sharing,analyzes the legal,institutional,institutional and technical obstacles of provincial government cross department data sharing,and combines with Sichuan Province cross department data sharing As an empirical study,this paper puts forward the optimization path of cross department data sharing of provincial government.After learning from the experience and Enlightenment of cross sector data sharing of domestic and foreign governments,this paper focuses on strengthening the top-level system design at the national strategic level,improving the cross sector data sharing subject law and special law,establishing a variety of promotion mechanisms for cross sector data sharing,establishing an independent data management mechanism,formulating a unified data description specification and quality management standard,standardizing the design of sharing platform,and Seven aspects,such as the system construction of training strong professional data talents,put forward the optimization path of provincial government cross departmental data sharing.
