Research On The Economic Policy Of Shaanxi-Gansu-Ningxia Border Region In The Period Of Comprehensive Anti-Japanese War

The history of Shaanxi-Gansu-Ningxia Border Region is one of the hot issues in academic research at home and abroad.However,the previous studies on the history of the Shaanxi-Gansu-Ningxia Border Region focused on political history,military history,cultural history and social history,while the study of the economic history of the Shaanxi-Gansu-Ningxia Border Region was a weak link,especially the application of Marxist political economy.The study of the basic principles of the Shaanxi-Gansu-Ningxia Border Region economic policy and its effectiveness is a field that is not deeply penetrated by predecessors.This paper takes the economic policy of the Shaanxi-Gansu-Ningxia Border Region during the comprehensive war of resistance as the research object,and uses the basic principles of Marxist political economy to analyze the economic policies implemented by the Shaanxi-Gansu-Ningxia Border Region government during the comprehensive war of resistance.That is,the background of the various economic policies implemented,the top-level design and timely adjustment of policies,the grassroots practices and experiences in the process of policy implementation,the economic benefits of the policies by the Shaanxi-Gansu-Ningxia Border Region government during the comprehensive war of resistance,and the economic development of today's economy.From a perspective of enlightenment,conduct a more comprehensive examination and analysis.This paper adopts a different perspective which the study of the history of Shaanxi-Gansu-Ningxia Border Region emphasizes History rather than Theory or History leads theory".In order to highlight the economic analysis of the economic policy of Shaanxi-Gansu-Ningxia Border Region,the purpose is to embody the Emphasis on history and theory in the research methods of the history of Shaanxi-Gansu-Ningxia Border Region.From the above perspective,in the course of research,historical facts and historical processes are only necessary prerequisites and data preparation for analysis.The work done in this paper is to focus on the analysis of the principles of Marxist economics in the process of proposing and implementing the economic policies of the Shaanxi-Gansu-Ningxia Border Region during the comprehensive war of resistance andthe economic effects achieved.On this basis,some new cognitions are proposed.For example,for the large-scale production movement,it is proposed that the Chinese Communist Party under the conditions of war,the first demonstration of the advantages of a successful national system led by the Communist Party of China;for the rent reduction and interest reduction policy,it is proposed that it was a flexible policy of agrarian revolution and development of agricultural production,through the adjustment of the input-output ratio of the renters and the two sides,to achieve the purpose of mediating the interests of both parties and the political cognition,with the characteristics of the times adaptable;for the land reclamation,from the perspective of comparative cost,manpower elements and institutional constraints,this paper analyzes the causes of the uninhabited land reclamation in the early period of the border region and the great achievements made in carrying out the opening up the land campaign.At the same time,from the perspective of cost difference and technical level,it discusses the rational policy choices of priority development of handicraft industry in the border region;from the perspective of separation of government and enterprise,examines the effectiveness of public economic management and conditional encouragement and support policies for the private economy.From the comparative advantages of the border region and the enemy-occupied region and the Kuomintang-controlled regions,the necessity of selecting the development path of public commercial and private commercial in the border region is discussed.The necessity of strengthening the border currency management policy is discussed from law of currency circulation and the scarcity of the legal currency,and so on.Finally,according to the economic method,the economic growth rate of the border region was measured,and it was concluded that the average annual growth rate of agriculture in the border region was 59.98%,and the average annual growth rate of industry was 118.44%.The average growth rate of the border region during the comprehensive war of resistance was 71.67%.The data indicates a conclusion that only about eight years ago,the development of the border region from an extremely poor region to a basic self-sufficiency of food,a primary industrial system,and a marked improvement in the life of the military and civilians,which matches this growth rate.In the eight years of the comprehensive war of resistance,the Party Central Committee adhered to the ideological line of seeking truth from facts and the purpose of serving the people.It led the military and civilians in the Shaanxi-Gansu-Ningxia Border Region to adhere to economic construction and become a successful practice of the new-democratic economic theory.It is the concrete embodiment of the CPC's promotion of Marxism in China.The enlightenment of the economicconstruction of the border region is that,we must uphold the great ideals of the Communists who do not forget the original heart,adhere to the purpose of serving the people wholeheartedly,adhere to the party's ideological line of seeking truth from facts,and adhere to economic laws in order to engage in economic construction at any time.The spiritual wealth left by the revolution and construction practice in the Shaanxi-Gansu-Ningxia Border Region during the comprehensive war of resistance will continue with the historical trend of the country.These are just some of the superficial experiences of studying the economic policies of the Shaanxi-Gansu-Ningxia Border Region from the perspective of Marxist economics.In the future,more detailed and accurate economic analysis of these issues is needed.
