| Currently,deepening the integration between the military and civilian sectors has been promoted to be a national strategy.Unmanned Aerial Vehicle Systems(UAS),as newly developed high-end equipment and an application carrier for Artificial Intelligence(AI)technology,represent the greater civil-military integration and have already become a worldwide solution for strengthening national defense and informatization construction.Therefore research on civil-military integration has significant meanings.However,the existing researches on civil-military integration mainly focus on its development pattern,theory and path while the research on in-depth development of civil-military integration in UAS industry is relatively insufficient,especially on the fields like key influence factor,complicated functional mechanism and evaluation on integration degree,which all need to be discussed and explored.Based on the theories and methods of civil-military integration,collaborative management,grounded theory and system dynamics,this research uses the methods like literature analysis,analytic hierarchy process,Delphi method,simulation and empirical study to implement in-depth and systematic study on the nature,features,influence factors,functional mechanism,evaluation system and promotion strategies for deepening the integration between the military and civilian sectors in UAS industry.The findings and discussions on those issues will not only enrich and improve the theory study on in-depth development of civil-military integration in UAS industry but also will also support and provide references for in-depth development of civil-military integration for UAS industry and other industries in China.This research first reviews the related theories and defines the concepts like UAS industry,and in-depth development of civil-military integration.And also analyses the complicated features and substantive characteristics of in-depth development of civil-military integration.Then this research applies the grounded theory to figure out the influence factors of in-depth development of civil-military integration in China’s UAS industry and build factor model.Through empirical study,the research continues to analyze the relationship among four key influence factors therefore to provide index basis for exploring functional mechanism and evaluation system.The outcome shows: civil-military integration policy is the premise;enterprise management mechanism is the guarantee;technique fusion is the basis;personnel development is the foundation.Moreover,this article studies the feasibility of applying system dynamic method on UAS industry civil-military integration research and puts forward the causal-loop diagram for functional mechanism of in-depth development of civil-military integration.The research also builds a system dynamics model and carries out simulation test on the model with Vensim PLE.The research outcome indicates that system dynamics method proves to be an effective research method for the study on in-depth development of civil-military integration.Based on Delphi method and analytic hierarchy process,this research builds fuzzy synthetic evaluation model to construct an evaluation system for China UAS industry’s in-depth development of civil-military integration and its index weight.Through the study on three typical UAS enterprises’ in-depth development of civil-military integration with this evaluation system,this evaluation method verifies to be scientific and quantized.Finally,on the basis of the study results above,this research further dissects the in-depth development of civil-military integration from the aspects of national policy,enterprise management mechanism,personnel team and technology intergration,and accordingly puts forward the promotion strategies for China UAS industry’s in-depth development of civil-military integration. |
