Research On The Construction Of Credit Evaluation System For Military-civilian Integration Enterprises

With the deepening of the national military-civilian integration strategy,Sichuan as a major province of economy and military industry,which is intensifying its efforts to promote the development of military-civilian integration.Many enterprises have been identified as military-civilian integration enterprises,the hot issues of our concern for this kind enterprises is development,management and evaluation.In 2017,the National Defense Science and Technology Bureau pointed out in the special action plan for military-civilian integration that it should expand the pilot evaluation of military-civilian integration enterprises.A set of scientific and completed credit evaluation techniques and methods for military-civilian integration enterprises can enable third-party organizations to make a quick and accurate judgement for the credit status of enterprises,as well as positioning the development stage of enterprises at every moment,providing an important reference standards for banks and other financial institutions to give credit support to enterprises,also providing a better decision-making reference standards for broad consumers.At present,there is not have a mature credit evaluation system for military-civilian integration enterprises in Sichuan province.This is the starting point of the paper,based on fuzzy hierarchical system to construct a credit evaluation system to match with Sichuan military-civilian enterprises.Based on the relative theory of military-civilian integration enterprise and credit evaluation,combined with the characteristics of military-civilian integration enterprise and the basic principles of credit evaluation index system,we can fully draw lessons from the existing enterprise credit evaluation system at home and abroad.Firstly,from six aspects of enterprise basic quality,financial ability,market ability,innovation ability,financing environment and ability,social responsibility,a set of comprehensiveand true evaluation index system of military-civilian integration enterprise credit is constructed,and the weight of each index is determined by analytic hierarchy process(AHP).Then,according to the theory of fuzzy mathematics,through the comprehensive evaluation method of Fuzzy hierarchy process,apply the membership analysis to build fuzzy evaluation matrix.Finally,the credit grade of the evaluated enterprise is calculated by the evaluation matrix and the "four classes ten levels" credit grade system.In the case study section,10 listed military-civilian integration enterprises in Sichuan are selected for the empirical analysis of the whole evaluation process.The empirical results show that the constructed enterprise credit evaluation system is scientific and feasible,and can reflect the credit status of enterprises comprehensively and truly.
