Research On The Evaluation Of Chinese Civil-military Integration

Constructing industrial system of civil-military integration, meets the needsof national defense modernization, and is the inevitable choice for taking a newroad to industrialization. After years of development, our civil-militaryintegration in weaponry research and production fields has made great progress,but there are still some problems such as military is relatively closed, lack ofresources sharing, lack of supporting policies and regulations, which makesexisting system of civil-military integration difficult to adapt to the requirementsof weapons and equipment’s development in the new era. Evaluation of the levelof civil-military integration is the difficult problem in civil-military integrationresearch, and has important value and significance in promoting the developmentof civil-military integration.Combining with the situation of civil-military integration development andMinistry of industry and information technology advancing the managementfunctions and work practice in civil-military integration, this thesis uses theresearch ideas from theory to practice, from qualitative to quantitative, from thegeneral to the local, to calculate the industrial scale of civil-military integration,then treat the common factors reflecting the development level of civil-militaryintegration as the index content, and design the evaluation index system forevaluating the development level of civil-military integration, which evaluatesthe development level of civil-military integration from three aspects: thefoundation, industry, and factors integration. Foundation integration includesmechanisms, regulations and standards, and service system; Industry integrationmeasures it from both general and local level; Factors integration includes of thethree aspects of technology, resources and funds. The expert sort method is usedto determine each dimension or index weight.The development level of civil-military integration of Chinese1949-2012and United States, Britain, Russia and other countries are evaluated, and theresults show that: since2000, China has made a lot of efforts in promoting thedevelopment level of civil-military integration, and gets remarkable results, thelevel of civil-military integration development shows a rapid upward trend, from 2010to2012the development level of civil-military integration reacheshistorically high. However, compared with the world advanced level, the overalllevel of Chinese civil-military integration is lower, civil-military integrationindustrial structure development is still unbalanced, weapons and equipmentprocurement system is not perfect, the development potential of civil-militaryintegration is only at the middle level.In order to solve the problems of civil-military integration, this thesisanalyzes the external and internal conditions faced by Chinese civil-militaryintegration, then proposes the policies for promoting the development ofcivil-military integration. It is hoped that Chinese civil-military integration canbe effectively promoted under the help of the research work in this thesis.
