Rural governance is a classic field of social governance,and it is also one of the difficulties and key issues of current social governance.After years of theoretical and practical exploration,the village has formed a rural governance model with villagers' autonomy as the main institutional framework.However,this model has not achieved effective rural governance.Especially in the current environment with rapid urbanization,the vast rural areas still present the dual Governance Dilemma of extreme disorder and relative economic decline.Since the beginning of the 21 st century,the central document No.1 has put forward many relevant policy documents on agricultural,rural and peasant issues.The strategy of Rural Revitalization has directly elevated the issue of rural governance and development to a strategic height.In this context,this study systematically analyzed the relationship between village organization and rural governance,its governance effect and governance path,taking the village organization governance =which has been widely concerned in recent years as the breakthrough point.The article tries to answer three core questions: The organizational factors and role orientation in rural governance? What is the effect of village organization on rural governance? And what are the specific ways for village organizations to participate in rural governance? Through the analysis and solution of the above three core issues,we can fully understand the internal governance structure and its governance mechanism of the countryside,and promote the early realization of the goal of effective rural governance and comprehensive rural revitalization.Starting from the above three basic questions,the research contents of this paper can be divided into four parts and six specific chapters.The first part is the introduction,in which the research questions and core concepts are put forward,and the research methods and data are introduced.The second part is the theoretical analysis,including two specific chapters of Chapter I and Chapter II,which mainly answers the research questions.Topic 1,through the literature review of village organization and rural governance,as well as the theoretical analysis of village organization and rural governance based on transaction cost and self-organizing governance,the theoretical analysis framework of village organization and rural governance is formed,which is the theoretical support of the full text.The third part is empirical analysis,which includes three specific chapters: the third,fourth and fifth.In the third chapter,the basic concepts of village organization are handled operationally,described and counted,and the effect of rural governance is evaluated objectively according to the main content of rural governance,which is the beginning and basis of the whole empirical research.Chapter 4 mainly answers the research question 2.It is one of the core contents of the study to analyze the rural governance effects of different village organizations by constructing an econometric model based on mixed least squares method.The fifth chapter is the corresponding research question 3.It mainly uses intermediary effect and structural equation model to analyze the main path of village organization to produce rural governance effect,which is another core content of this paper.The fourth part is the conclusion anddiscussion.Based on the theoretical and empirical analysis results,the paper systematically summarizes and summarizes the research conclusions of the full text,and further discusses and prospects the related issues according to the research findings and combined with the existing research situation.Based on the basic standpoint of transaction cost minimization in rural governance,this paper studies and analyses the transaction types in rural governance,and constructs a rural multi-governance model based on village self-organizing governance and supplemented by grass-roots government and external market.On this basis,further in-depth village internal governance model based on village social organizations,villagers' autonomous organizations and village economic organizations is constructed.The above governance models both inside and outside the villages constitute a multi-governance model of the villages aiming at minimizing transaction costs.Since the three-dimensional governance framework centered on government,market and village has become the basic consensus of current social governance,this paper focuses on the governance effect of internal organizations in villages and their governance logic.According to the literature,there are mainly three types of organizations in villages: self-governing organizations,economic organizations and social organizations.Villager self-governing organizations(village committees)which take villagers' self-governing as the main governing process represent the bureaucratic governing mechanism in villages,village economic organizations represent the mutually beneficial governing mechanism based on the exchange of economic interests in villages,and village social organizations are the main ones.It represents the trust governance mechanism based on social network relationship in villages.The above three governance mechanisms work together to produce the final effect of rural governance.In order to further test the rural governance effect of village organizations,this paper objectively analyses and evaluates the effect of rural governance based on the main content of rural governance.According to the theory of rural construction and the basic requirements of Rural Revitalization strategy,the main contents of rural governance include economic development,public services,social order and livable environment.With the above four dimensions as the basic framework,I study and construct the evaluation index system of rural governance effect,empowers each index by using the entropy method,and calculates the comprehensive score of rural governance and the respective scores of the four dimensions of rural economic development,public service,social order and livable environment.he results show that the differences and weights of public services in rural governance are relatively high,the scores of social order in rural areas are generally low and small,and the scores of rural economic development are relatively high,but the internal differences are large.The rural areas as a whole show the characteristics of internal imbalances of emphasizing economic governance while neglecting social and environmental governance and regional imbalances gradually decreasing from east to west.According to the score of the above rural governance effect,the paper analyzed the rural governance effect of different types of organizations in villages by constructing an econometric regression model of village organization and ruralgovernance effect.The results show that the village self-government organizations,which take the process of villagers' autonomy as the main way,have obvious public service supply and comprehensive governance effects on rural governance through the Democratic election,democratic management and democratic supervision of villages,and the village economic organizations represented by enterprise organizations and professional cooperatives have produced rural governance based on the benefit reciprocity mechanism.The obvious effect of economic development,the potential effect of public service supply and the improvement of livable environment ultimately enhance the level of comprehensive rural governance;the village social and cultural organizations represented by clans,religions and cultural entertainment groups have obvious economic development effect and public service effect on Rural Governance Based on social trust mechanism,and significantly enhance the rural integration.Governance effect.The rural governance effects of village organizations also show some regional differences.The villages in the eastern region mainly rely on the market-oriented governance mechanism dominated by enterprise organizations to produce the rural governance effects.The central region mainly achieves the rural governance effects through mutual-aid social organizations,while the western countryside mainly relies on traditional cultural organization resources to participate in rural governance practices.One of the ways for village organizations to participate in rural governance is that informal organizations such as economic organizations and social organizations in villages may produce different effects in different directions and degrees by influencing and interfering with the formal system design of villagers' autonomy.According to the analysis results of the intermediary effect and path of village economic organizations(or village social organizations),villagers' autonomy and rural governance effect,there may be two kinds of effect mechanisms of village governance effect of villagers' autonomy on village economic organizations and social organizations: one is that democratic management and democratic supervision in the process of villagers' autonomy partly mediate the rural governance effect of the two kinds of organizations.The effect is embodied in the fact that the economic and social organizations of villages promote the democratization of village management and supervision,which further produces a positive functional effect on village governance.Secondly,the democratic election of villages has a certain degree of concealment effect on the effect of village governance,especially on the social organizations of villages.That is to say,the village organization hinders the democratic election of villages,and thus has a positive effect on village governance.Finally,the counter-offensive energy of rural governance came into being.Comparing the absolute value of these two indirect effects,the indirect effect of villagers' autonomy on village economic and social organizations is reflected in the indirect promotion effect.Based on the basic perspective of transaction cost minimization,this study analyzed the problems of village organization and rural governance,interpreted rural governance as a synthesis formed by the mutual selection and integration of village governance mechanisms(village committees),mutual benefit governancemechanisms(economic organizations)and social trust governance mechanisms(social organizations)to achieve transaction cost minimization.Co-governance model.Through the empirical analysis of CLDS village data,this paper examines the rural governance effects and paths of different types of village organizations,and explores the functional effects and mechanisms of village organizations in a multi-party rural governance framework on rural governance.This research content and conclusion not only reveals the governance effect of individual village organizations on rural society,but also makes a horizontal comparison of the governance effect and mechanism of different types of organizations.The objective evaluation of the effect of rural governance in this paper provides a research direction for the evaluation of rural governance and even social governance level.To a certain extent,it makes up for the fact that there are more contingent and confrontational conclusions in the existing research,and further complements and enriches the research results in related fields.
