Research On Rural Grassroots Conflict Governance Under The Background Of Villager Autonomy Construction In The New Period

Since the implementation of the household contract responsibility system in rural areas in the 1980 s,the changes in the economic system have also brought changes to the rural grassroots management system.In the process of reform,the traditional mode of villages and villages and the previous system of people's commune were abolished one by one.Township governments and villagers' self-governing organizations were established on their behalf,and grassroots democracy was also generally developed.The villager autonomy system is one of the basic political systems of our country.It is an important part of the socialist democratic politics with distinct Chinese characteristics.The grassroots governments in many parts of China actively explore and innovate villagers' autonomy under the conditions of local conditions.The realization of the form to establish a model of village self-government in line with local realities and achieved certain result.The emergence of village self-governing organizations represented by village committees is an important measure to realize rural autonomy.The village committee has two important functions.It manages the village's various public affairs,mediates the villagers' conflicts,maintains the village order,and acts as a villager.The links and ties between the town governments assist the township government in the grassroots governance,but in real life,due to the “administrative” tendency of the village committee and the excessive intervention of the township government,the villagers' autonomy in many places The development is not sound,and then social conflicts arise.In this regard,this paper selects two conflict events in Beixin Town,Qidong City as a case study.These two cases occurred in the same area and indirectly led to the reorganization of the village committee of Shuangxian Village in Beixin Town,so it has certain Representative.This paper mainly uses case analysis method and comparative research method.The full text is based on the village committee.The questionnaire method and interview method are used to analyze the background,influencing factors and conflict modes of rural grassroots conflicts from the internal and external functions of the village committee.The mitigation approach,after the research,found that it is precisely because the village committee relies excessively on the grassroots political power and the lack of independence of internal autonomy will lead to the emergence of rural grassroots conflicts.In order to effectively manage grassroots conflicts,the village committee should improve its independence through measures such as talent introduction and education into the village.In addition,the town government should truly implement the administration of decentralization and provide more room for growth for village self-government.China'slegal system should also be improved,so that through joint efforts of many parties,villagers' autonomy can be truly realized.
