Research On Function Optimization Of Village Regulations And Rules In Villager Autonomy

With the establishment of villager autonomy system in our country,the village rules,which are the key points of villager autonomy,return to the public view.In particular,the raise of rural revitalization strategy makes the study and discussion of village rules become the focus of policy-making and academic circles.Whether traditional or contemporary,the contents of village rules are all inclusive,covering multiple dimensions of rural society,and playing an key role in grassroots social governance.However,in practice,the effects of village rules in many places are limited,especially not fully reflecting their due functions in villagers autonomy.Therefore,under the background of rural revitalization,it is of great significance to study the function optimization of village rules in promoting villager autonomy.Based on the theory of social capital,with the help of combing the research results here and abroad,this paper roughly grasps the implications and basic functions of village rules.At the same time,the successful case of X Village at F District is selected as the research object.In the specific case analysis,combined with interviews,questionnaires and other methods,this paper makes an in-depth investigation and study on the formulation and practice of village rules in X Village,and gathers the functions of village rules in villager autonomy,such as guidance,regulation and guarantee.Based on the analysis of the problems existing in the functions of village rules in the work of villager autonomy in rural areas,it is found that the guiding role is weakened,which is manifested in the insufficient embodiment of excellent traditional culture,poor social atmosphere and weak rural cohesion;the weakening of normative function is manifested in the weakening of restraint ability and disorder of rural public affairs;the lack of security function is manifested in the failure of grassroots democracy The social order in rural areas is chaotic.After a careful analysis of these defects,it is believed that the subjective and objective reasons jointly lead to the existence of these defects.The subjective reasons include the villagers’ lack of understanding,the serious village cadres’ standard thought,the lack of effective supervision and guidance;the objective reasons include the change of rural production and life style,the decline of rural culture,and the weak ability of autonomous organizations.In order to better optimize the function of village rules in the villager autonomy,with a view to maintaining the vitality of village regulations and rules in modern rural society,this paper puts forward the following suggestions: to realize the benign interaction of multiple subjects,including changing the concept of village cadres,enhancing villagers’ participation ability and strengthening the organizational ability of autonomous organizations;to improve the level of village rules,including perfecting the content of it,and standardizing the formulation process of it;To improve the execution of village rules,including setting up a special team to implement it,to strengthen publicity,promote the interaction between village rules and national laws,and improve the supervision and review mechanism.It is hoped that these measures will help to give full play to the functions of village rules in villagers’ autonomy,and then help to implement the national strategy of rural revitalization.
