Chinese society is in a transitional period,and various social contradictions have emerged.Criminal crimes are high and have undergone profound changes.The emergence of various new types of crimes has brought severe challenges to public security organs.Faced with the increasingly complex crime situation,the Public Security Organs must optimize the modern investigation system,mechanism and methods in order to enhance the overall combat capability of crime prevention and control.After more than ten years of development,video criminal investigation has radiated a strong ability of investigation and actual combat,and has become an indispensable part of the modern investigation and crime prevention and control system with Chinese characteristics in the new era.Video investigation is regarded as one of the four supporting means for solving criminal cases.In the practice of criminal investigation,after a criminal case is committed,investigators will firstly use video criminal investigation.Video criminal investigation is not only the most effective method of criminal investigation,but also the front means for the implementation of synthetic combat system and the formation of strike force.In the foreseeable future,video investigation,together with information technology of public security and big data investigation,will promote our country's investigation work.The first chapter mainly introduces the basic theory of video criminal investigation.The basic theory of video criminal investigation mainly includes the definition of concept,the basic principle of video criminal investigation and the significance of video criminal investigation.This paper holds that the accurate definition of video criminal investigation is video investigation,which refers to a special investigation method in which investigators use video images and tracks to analyze the special behavior of criminal suspects to obtain clues and evidence by means of video technology in investigation activities.Video criminal investigation has three characteristics: intuitive,basic and comprehensive.It plays three functions: discovering crime,collecting clues and confirming crime.In the second part of this chapter,the information transfer principle,identical identification principle and technical principle of video investigation are elaborated to show the basic theory of video criminal investigation at the information,method and technical level.Video criminal investigation and its research are also of great practical significance.Video criminal investigation is effective in the new situation of criminal offence,meets the needs of the transformation of investigation mode of public security organs,and responds to the new requirements of criminal justice reform of public security organs.Chapter 2 explains the mechanism of video criminal investigation.That is about video criminal investigation can bring into play the effect of solving a case in practice.From the point of view of system theory,video criminal investigation plays its role by relying on three elements of suspect's video image,special behavior and activity,and video trajectory.Video image is the foundation,and video trajectory is the most important and universal.For this reason,video detection trajectory is the core of visual detection work.In practice,investigators form effective clues to solve cases around the track of video investigation and construct evidence chain of video investigation.The realization of video detection mechanism requires video investigators to acquire video detection trajectory by trajectory tracking method,and video investigators can effectively analyze video trajectory until effective clues and key evidence are obtained.Chapter three is a comprehensive analysis of the practical level of video criminal investigation through four dimensions: the cognitive of the public and video criminal investigator,the actual application and the operation of the case under criminal investigation.This chapter makes a detailed analysis of the practical application of video criminal investigation by means of visiting investigation and data statistics.First,it investigates the public,policemen,investigators,prosecutors and judges 'awareness of video criminal investigation,focusing on the objective and in-depth investigation of the actual effectiveness evaluation of video criminal investigation in combating criminal offence.Secondly,it analyses the investigation of the practical operation level of video criminal investigation,and studies the implementation process of the inspection and investigation work.The third section analyses the operation of video criminal investigation cases in the three stages of criminal proceedings.Especially in system and explore a video-image-centered evidence proof system.This paper puts forward the construction model of video evidence chain and its key technology and methods,and further expands the application of video evidence chain by public security and judicial organs.
