Research On Vietnam-US Relation After The Establishment Of Diplomatic Relations

During the Cold War,the United States believed that Vietnam was an important chess piece for the Soviet Union to expand its strategy in Southeast Asia,thus maintaining the confrontation with Vietnam.The 1965-1975 Vietnam War is the most authentic evidence for this relations.After the end of Vietnam War,before the Cold War,in order to address the need of war prisoners and missing people in the Vietnam War,the US government has repeatedly expressed their desire to improve the relations with Vietnam,but due to the influence of the “Vietnam War Syndrome”,it is difficult to improve the Vietnam-US relations.After the end of cold war,the Vietnam-US relations got a chance to come better.On the one hand,the face of the world becomes less stressful,the aspect of ideological confrontation in international political arena is declining,on the other hand,Vietnam has implemented an open reform policy and gained remarkable achievements,Vietnam's status and influence in the international arena is increasing.In order to seek economic and strategic interests,the Clinton government decided to normalize the diplomatic relations with Vietnam.Moreover,the awareness of Vietnamese leaders about the world has changed remarkably that Vietnam should reduce ideology,actively integrate into the world,create a favorable diplomatic environment for socio-economic development.With the efforts of both sides,in 1995,Vietnam and the United States formally established the diplomatic relations.However,due to the influence of ideology and human rights,the two sides still lack of mutual political trust,so the relations between the two countries has not reached the desired progress.The September 11,2001 event was proved to be an important driving force for the relations between the two countries to further improve.In the global anti-terrorism strategy advocated and developed by the United States,Southeast Asia became the anti-terrorism “Second battlefield” of the United States,Vietnam held a special position in Southeast Asia and resolutely supported the US anti-terrorism strategy,making the United States attach importance to developing the bilateral cooperation with Vietnam.At the same time,Vietnam also hoped to quickly integrate into the world,it was required the the support of the United States in case Vietnam desires the international integration,so the Vietnamese Government was always in a positive state to actively expand its relations with the United States.At this time,Vietnam and the United States began to expand high-level political relations in general and cooperation in the fields in particular.During Obama's time as president of the United States,with the aim of overcoming Chinese strategy and limiting Chinese influence over Southeast Asia,the United States launched the strategies of “Return to Asia Pacific” and “Asia Pacific Rebalancing”.Therefore,on the one hand,the United States attached great importance to cooperation with countries in the Asia-Pacific region,on the other hand,implemented a policy of enticement for countries and partners that the United Statesconsiders potential.Vietnam also hoped to take advantage of US strategic motivation and influence in the international arena to strengthen relations with China and solve problems that exist in the relations between the two sides.These factors determined the comprehensive development in the relations between Vietnam and the United States,in addition to strengthening high-level political relations and economic cooperation,constantly increasing the level of defense cooperation is a highlight in bilateral relations at this time,especially in May 2016,the United States completely removed the arms embargo imposed on Vietnam,further helping Vietnam and the United States reach the unprecedented good relations.In January 2017,after Mr.Trump took over the presidency of the United States,the relations between Vietnam and the United States has sometimes faded due to the US declaration to withdraw from multilateral agreements and systems such as the TPP agreement,however,“India-Pacific strategy” proposed and required by the United States comprehensively overcame the Chinese strategy,as well as disputes between Vietnam and China on the South China Sea issue,Vietnam-US diplomatic relations still maintain the trend of sustainable development.However,Vietnam-US relations cannot avoid the influence and constraint of the following factors: US criticism of human rights issues in Vietnam's inland,the so-called Vietnamese democratic forces in the United States taken advantage by the United States,trade surplus in Vietnam-US trade balance,Vietnam's quest for a balanced strategy in China-US relations,these factors make the US-Vietnam difficult to reach the relations as expected...
