Study Of The Political Communication Of Public Security

Political communication is a significant way to promote political civilization.Political civilization in China is progressing through political practice,and has formed a unique political civilization with Chinese characteristics,including the effective use of public security organs and police power by the state to carry out social security governance.Currently,the inadequacy of the effectiveness of the existing public security political communication has emerged,under the influence of political,social and technological environment changes.It is urgent to promote the political communication of public security to a new realm that is compatible with the modernization of the national governance system and governance capability,and that could integrate into the political civilization with Chinese characteristics through theoretical innovation and practical exploration.In this way,the holistic view of national security could be more effectively implemented,national political security and social stability could be maintained and the governance effectiveness of public security organs could be realized.The role of political communication in public security has changed.It is no longer a way of publicity or control during the revolutionary wartime or the early stage of the establishment of the socialist regime.It has become a modern means of national governance.A more macroscopic perspective is needed to study the problems hidden behind the political communication of Chinese public security that can not be achieved by the traditional “media-centered” theory.Therefore,this paper chooses the political communication theory.Combining the background of the times and history,the thesis puts Lasswell's classic "5W" communication model into the process of social development in China.The paper focuses on the analysis of the general rules of China's public security political communication,the challenges faced at this stage and its countermeasures.This study first defines the concept of public security political communication and puts forward the research framework of public security political communication in China.Second,the paper explores the theoretical foundation and the historical evolution of political communication of public security in China,and explains the development of public security political communication.Finally,under the guidance of Marxist political communication thoughts,this paper draws on the theory of western political communication and the studies on communication effects,and attempts to explore the direction,functional objectives,and communication systems of public security organs,communication process and finds out the challenges and solutions in public security political communication in China,in order to establish a cognitive model about the political communication of public security in China.A political communication matrix has formed within the public security organs in China,both through organizational communication channels and media channels.Public security organs also tries to evaluate the effects of its political communication activities.The audience of public security political communication has also formed new characteristics at modern times.This paper analyzes the audience of public security political communication from two aspects: public opinion as an autonomous force and public opinion leaders of political communication in the realm of public security.The main conclusions of this study are: First,the particularity of public security political communication.Political communication of public security is different from ordinary mass communication.First of all,public security political communication has two integrated aspects-information output and information management.This is a structural arrangement in the public security political communication system that will continue to exist and is hard to change.It has important political meaning and political functions.Regardless of the times,public security political communication must be studied and developed under the leadership of the Chinese Communist Party and must be responsible for safeguarding the country's fundamental political system.This is the political principle that public security political communication must follow.Meanwhile,public security political communication must follow the principle of confidentiality.Without affecting the correct exercise of the police's law enforcement power,the public right to know should be met as far as possible in a reasonable way.Second,the functional objectives of the public security political communication in modern China mainly include the implementation of the holistic view of national security,the reinforcement of the public security organs' authoritative legitimacy in social governance,and the shaping of the modern image of the public security organs and the police.Third,the political discourse of public security has authoritative,modern features and is in a monologue style.The political discourse of public security in the new media era also has a decentralized trend.Fourth,the evaluation of the effectiveness of public security political communication should be considered from the perspectives of both micro and macro effects,and should not be limited to the western “media-centered” theory.It should pay attention to the effects of macro governance,seeking for both specific public supports and dissemination supports,and the two must complement each other.Fifth,the changes in the security environment and the media environment have brought challenges and opportunities to the public security political communication system.The authority of public security political communication faces challenges: the public's understanding of police's values is biased,the dissemination effect of organizational communicating channels is weakened,the change of audience characteristics brings new challenges,and the political discourse of public security lacks innovation.Sixth,the effective paths of innovating public security political communication include: reorienting the goals of communication,constructing the legitimacy seeking mode centered on “legal-procedure”,optimizing the public security political communication system,exploring the new operational mechanism of public security political communication,new political discourse,new modes of media operation,and new evaluating methods of communication effects.The big data analysis of public security political discourse is a new attempt in this study.The research carries out big data analysis on the news content of the "China Police Daily" through the Python program,and the text analysis results of the newspaper are presented in a visual way,such as word cloud maps and hot word trend tables,showing some unique characteristics of the newspaper's reporting on public security.Based on the big data analysis,it sums up the political discourse features in the political communication of public security.
