In the 1970 s,with the rapid development of the industrial economy and the continuous improvement of the Urbanization by country in the Western countries,more and more serious urban pollution problems came along,at this time,some foreign scholars began to pay attention to the problem of urban domestic waste.China's urban domestic waste classification started late,in a long period of time China's urban domestic waste classification laws and regulations are not mandatory,weak binding force,most residents in the voluntary and conscious waste classification behavior.July 1,2019,"Shanghai Municipal Solid Waste Management Regulations" officially implemented,which marks the beginning of China's domestic waste classification into a "mandatory" stage.However,it is puzzling that data reported by various official media in Shanghai show that the work of waste classification in Shanghai has achieved remarkable results,and the words "remarkable results" and "better than expected" have appeared in the reports many times,however,there are many different voices on Weibo,which is a representative network public space at the moment.Some netizens question the authenticity of the results,or some netizens point directly to the correctness of garbage classification itself,in addition,some netizens joked or joked about Shanghai's garbage classification policy,and local residents were also dissatisfied with it."Shanghai Municipal Solid Waste Management Regulations" as China's first mandatory local waste classification policy,its implementation for the whole of China's garbage classification work is of epoch-making significance.However,such a policy based on protecting the environment has been questioned by many parties,and the polarization between official discourse and folk discourse is obvious.Starting from the theoretical perspective of political communication,this paper analyzes the situation of Shanghai's garbage classification policy communication from three levels: official media reports,online public space and residents' perspective,and tries to find out the reasons,with a view to garbage classification policy and other public policy dissemination to bring certain reference significance.The first chapter starts from a historical perspective,first of all,it sorts out China's waste classification policy and Shanghai's waste classification policy.The study found that China's waste classification policy gradually evolved from "voluntary" to "mandatory",and Shanghai's waste classification policy has undergone several changes.,The relevant standards,names,specific practices,etc.are constantly changing,which is not conducive to the public 's stable and coherent understanding of the policy to a certain extent;then the Baidu index and other data for the dissemination of garbage classification issues are analyzed,and the highlights of China 's garbage classification issues The implementation of the Shanghai compulsory waste classification policy is inseparable from the general secretary Xi Jinping 's emphasis on the waste classification work.Since then,waste classification has also risen from folk discourse to national discourse,from environmental protection issues to political issues,and has attracted much attention.The second chapter mainly starts from the government level,and analyzes the presentation of garbage classification policies and related issues in official news reports and government microblogs.In terms of news reporting,the nationally influential posters "Jiefang Daily" and "Xinmin Evening News" were selected as research samples,and the governmentmicroblog was also selected to have greater influence.The microblogs related to the issue of garbage classification in "Shanghai Release" and "Green Shanghai" were analyzed.The study found that whether it is newspapers or government affairs microblogs,the emphasis is on the positive publicity of the garbage classification policy and related work,always staying in the one-way messenger thinking,weak communication and interaction awareness.The third chapter starts from the social level,and focuses on the content of Shanghai garbage classification in Weibo as a representative in the online public space.From Weibo's hot topics,they are more concerned about the policy of garbage classification and daily life.Contact;and from the self-talk and dialogue of netizens,it can be seen that the Shanghai garbage classification policy has a lot of negative emotional colors in the process of spreading.The civic awareness of Chinese netizens has gradually increased and has a certain degree of criticism.They have their own unique opinions on public issues such as garbage classification,but many times they are expressed in a joke or entertainment way,and the official has failed Make better use of Weibo as a platform for policy communication and public opinion guidance.The fourth chapter is from the perspective of Shanghai residents,from the attitude of Shanghai residents to garbage classification,the perception of the effectiveness of Shanghai 's garbage classification policy publicity work and the preference of publicity methods,and the impact of comprehensive implementation of domestic garbage classification on their social life.Analysis.The study found that the vast majority of Shanghai residents support garbage classification,but there is insufficient understanding of why garbage classification and the urgency of garbage classification in China;Second,most Shanghai residents believe that garbage classification publicity is not effective,the form is greater than the content;Most residents chose the "face-to-face" option as a preference,which coincides with the hot body research in recent years,and also reflects some of the more representative social issues at present;in the end,garbage classification has not only changed Shanghai residents Life has also brought some new changes to their social networking,and discussing garbage sorting has become a daily way of greeting.Whether it is from the level of publicity in the official media,or the discussion of Shanghai's waste classification by netizens in the online public space and local residents in Shanghai,it can be seen that the problem of political communication is more prominent in the process of Shanghai's waste classification policy.It is a kind of "monologue" that is almost self-talking.Consultation and persuasion are seriously missing.However,it is precisely because of the wide range of disputes caused by Shanghai's garbage classification policy that more people have noticed and learned about garbage classification.I believe that with the efforts of all parties in the future,garbage classification will become a broader "consensus".
