Promoting the reform and innovation of military academies and accelerating the construction of world-class military academies is the strategic goal clearly proposed by Xi Jinping's military education thought.Military academies are not only established posts of military system,but also an important part of China's higher education system.The organizational quality of “military” and “university” determines that their educational management is distinctly different from military and local universities' management,and we should follow general law and reflect characteristics of military management to realize combination of educational democracy,military unity and high managerial efficiency.However,the education management of our military academy has neglected its organizational attributes as a higher education institution for a long time,and it results in the extensive administrative power,lack of academic power and inhibition of organizational vitality and innovation ability.With the restoration of our revolutionary system and the acceleration of preparations for military struggle,academic attributes continue to increase,and core intellectual powers in emerging fields continue to emerge as the scientific and technological elements of modern military academies continue to increase.It is imperative to deepen the internal management system reform in the military academies.The core of internal management system reform lies in the scientific construction of internal governance structure.The paper puts forward the concept of internal governance structure of military academies and carries out relevant research,which conforms to the main theme of the current national higher education reform,highlights the general tone of the military construction to be strict in accordance with the law,and opens up a new path for the deepening of education management reform in military academies.In the new era,with the abundant development of the Party's military guiding ideology,the practical exploration of governance theory in the field of higher education in China has provided scientific guidance,theoretical support and experience reference in military academies.On account of the governance theory emphasizing democratic consciousness and attaching great importance to the regulations' authority and the interests of the subjects attention,introducing core ideas and beneficial elements of governance theory into practice,such as diversification of governance subjects,interaction of governance methods and legalization of governance rules,will help to perfect organization system,improve operational mechanism and realize strict education management.Based on Xi Jinping's military education thought in new era and the governance theory,inheriting the good tradition of education management in our military academies,drawing lessons from the successful experiences and advanced ideas of the reform of local colleges and foreign military academies' construction,the writer wanted to clearly present current situation and future development of internal governance structure of our military academies,in accordance with the logical sequence of theoretical explanation,historical evolution,realistic dilemma,lessons and experience and even the path construction.In the concrete research process,the conceptual model of constructing internal governance structure of military academies was designed in the light of internal affairs decision-making,including three factors of the legitimacy basis and the elements of internal governance structure and the evaluation of decision results.For power being the core essence of internal governance structure,by the way of putting forward the hypothesis of power,determining the items of measurement,issuing the questionnaire and analyzing the statistics and test of the recovered questionnaire,the writer systematically deconstructed the development status,practical characteristics and existing problems of internal power structure in military academies from three dimensions of power form,power level and power center,trying to show a method of analysis the management crux from the dimension of power,to grasp the essence of education management in military academies,and to seek possible track of rational allocation and operation of internal power.Through empirical research,it is found that the main reasons for the single form of power in military academies,the widespread administrative intervention,the complicated power levels,the rigid organization,the imbalance of power focus and the weakening of academic status lie in the profound influence of military administrative habits,the dependence of military system evolution path and the absence of an atmosphere of military academic democracy.Through case studies,it is believed that the power structure and operation characteristics of American military academies,such as pluralistic power forms,democratic internal decision-making,concise power hierarchy,smooth administrative implementation,downward shift of power focus and prominence of academic power,benefit from their perfect supporting laws and regulations and long-term strict law enforcement.With the strong leadership of the party committee in military academies,our military academies should combine the reality,update concepts and constantly reform and innovate,with the method of establishing the pattern of managing schools by distinguished generals and professors,integrating administrative management with academic management,improving the statutes and regulations of the academy,and implementing the rule of law and strict management of the academy,to change the imbalance between academic power and administrative power,to straighten out the relationship among political power,academic power and administrative power,and to focus on building an internal governance structure with political power as the core of leadership and coordination and balanced development between academic power and administrative power.
