Research On The Coordinated Governance Of Multiple Subjects Of Social Security In The New Era

Over the past 40 years of reform and opening up,China has not only created miracles in the rapid economic development,but also in the long-term social stability.The "two miracles" provide Chinese wisdom for the world's peaceful development and global governance.At the same time,with the development of China's economy and society,social contradictions are more complex and changeable,and the people also put forward higher requirements for social security and stability.Social security stability has become the rigid demand of people for a better life.In the process of social security governance,it is of great theoretical significance and practical guidance to effectively promote the multiple and effective interaction of the party and government,market organizations,social organizations,people and other main bodies,ensure that social vitality is stimulated while maintaining social order,and explore the cooperative governance mechanism of multiple main bodies of social security Significance.At present,socialism with Chinese characteristics has entered a new era,and the main social contradictions in China have been transformed into the contradiction between the people's growing needs for a better life and the unbalanced and inadequate development.The issue of social security is directly related to the people's sense of gain,happiness and security,and is an important part of people's yearning for a better life.Therefore,to promote the modernization of social security governance system and governance capacity is one of the major issues to deepen the innovation of social governance.China's social security governance is in the process of transformation from a single subject to a multi subject,but the cooperative governance mechanism among the multi subjects of social security governance needs to be rebuilt.This dissertation closely follows the research theme of coordinated governance of social security,summarizes the related concepts and theories of social security,coordinated governance,social governance and holistic governance,and analyzes the path of the transformation of the governance mode of social security in China,namely,the stage of social security control,the stage of social security management and the stage of social security governance.Then this dissertation comprehensively identifies the main body of social public security collaborative governance,which is divided into four categories:Party committee and government,market organization,social organization and people,and analyzes the current predicament of social public security collaborative governance in China.It believes that there are mainly problems such as lack of concept,weak governance ability,unclear responsibilities and insufficient motivation of social public security collaborative governance.In order to comprehensively analyze the dilemma of coordinated governance of social security,it is divided into two dimensions to analyze the causes.First,from the perspective of system construction,it is believed that the lag in the design of the coordinated governance system of multiple subjects of social security is mainly reflected in the imperfection of the coordinated governance system,the poor implementation of the supervision system,the lack of feedback system,and the urgent need to improve the accountability system.Second,from the perspective of operation mechanism,it is believed that the operation mechanism of social security cooperative governance is not smooth,which is mainly reflected in the lack of recognition mechanism of cooperative governance objectives,the lack of interaction mechanism,the lack of sharing mechanism,and the lack of security mechanism.Then we use the questionnaire survey to find out the cognition degree of society to the behavior between the subjects of social security cooperative governance and make a quantitative measurement.Then we build the evolutionary game analysis model of social security governance and the basic flow rate of system dynamics into the tree flow chart model for quantitative analysis.Finally,we put forward the policy suggestions on the promotion mechanism of social security multi-agent cooperative governance.Based on the above analysis,the dissertation takes the cooperative governance of multiple subjects of social security as the research objective,under the background of promoting the modernization of national governance system and governance capacity,and takes the core concept,theoretical basis,change path,subject identification,cooperative dilemma,game analysis,system simulation,and promotion mechanism of social security governance as the research context,through qualitative research and quantitative research Combined with the method,the dissertation discusses the coordinated governance of multiple subjects of social security.Specifically,the dissertation mainly discusses from the following five aspects.1.The dissertation reviews the historical changes of social security governance model since the 70th anniversary of the founding of the people's Republic of China.The dissertation holds that the governance mode of social security in China can be divided into three stages:the first is from 1949 to 1978,the second is from 1978 to 2012,and the third is from 2012.It is pointed out that social security management is the development direction of social security policy in China.2.It systematically identifies the main body and dilemma of the coordinated governance of social security in China.The dissertation thinks that the main body of social security coordinated governance in China mainly includes four types:Party committee and government,market organization,social organization and people,and systematically analyzes the behavior of these four types of main body and the existing coordination dilemma.The dissertation not only clearly points out the appearance of the dilemma in the process of multi-agent coordinated governance of social security,but also the institutional causes of these dilemmas.3.The game evolution model of the cooperative governance behavior of social security subjects is constructed for analysis.The dissertation uses the three party evolutionary game model to verify the choice strategy between the behavior of the main body of social public order cooperative governance,and concludes that the willingness of market main body and social main body to participate in social public order cooperative governance is related to the social public order governance policy adopted by the Party committee and the government;the willingness of Party committee,market main body and social main body to participate in social public order cooperative governance and the degree of trust between them The willingness of social security governance subjects to participate in collaborative governance is related to the benefits.4.The dynamic feedback model of the system of autonomy,rule of law and rule of virtue is constructed.This dissertation analyzes the autonomous system,the rule of law system and the rule of virtue system of social security cooperative governance by using the basic flow rate tree model of system dynamics,reveals the common law of the complex and dynamic social security cooperative governance system by establishing the flow rate system,and on this basis,conducts simulation prediction,regulates and controls the social policy factors and judicial policy factors for the social security cooperative governance It also provides scientific decision-making basis with the proposal of governance policy.5.We have built a mechanism to promote the coordinated governance of multiple subjects of social security.The dissertation points out that in the new era,the promotion mechanism of the coordinated governance of the multiple subjects of social security should include the following aspects:first,to improve the overall mechanism of the coordinated governance of social security led by the Party committee and the government;second,to deepen the concept identification mechanism of the coordinated governance of the multiple subjects of social security;third,to strengthen the interaction mechanism among the multiple subjects of social security;fourth,to improve the guarantee mechanism of the multiple subjects of social security System.Finally,from the perspective of practice,the dissertation puts forward the path exploration of realizing the coordinated governance of multiple subjects of social security.
