| In the era of rapid development of a series of emerging technologies such as information technology,with the group rapid rise of emerging economies and the rapid acceleration of the adjustment of economic structure and the diversification of economic development mode around the world,it has affected the economic,political and military among countries.How to coordinate the development between the military development of national defense and national economic construction has become a strategic issue for the long-term development of all countries in the world.In order to cope with complex security threats and win national strategic advantages,the report of the 19 th National Congress of the Communist Party of China clearly emphasized that the progress of civil-military integration will be promoted as a national strategy.The reality of the transformation and development of the world’s national defense industry also proves that the civil-military integration strategy can improve the ability of peacetime and wartime conversion,effectively coordinate the construction and development of the national economy and national defense economy,and improve the efficiency of resource allocation.However,with the accelerated development of science and technology and the intensification of economic competition,only one military enterprise cannot afford the research cost and risk of emerging technologies and possess all the scientific research capabilities,collaborative innovation has become an inevitable choice for civil-military integration technologies to realize scientific and technological innovation and promote the development and sharing of resources.In summarizing the relevant research on cooperation of collaborative innovation of civil-military integration,it is found that long-term stable collaborative innovation of civil-military integration is conducive to the overall coordination of the development of military economy and civil economy,optimizing the industrial structure,integrating various resource elements,collaborating the development and innovation of emerging technologies.However,in practical operation,the efficiency of this cooperation system is not high,and the cooperation relationship is difficult to maintain for a long time or even fails,therefore,it is of vital importance to discuss the stability of this cooperation system.Aiming at the problem of follow-up stability of cooperation for collaborative innovation of civil-military integration,based on the perspective of coordination and evolutionary game theory to set up the evolutionary game model for military enterprise and civilian enterprise under the limited rationality,To discern and analyze the long term evolutionary results and the factors that affect the stability based on Matlab simulation,and come up with some related & practicable advices and ways to boost the stability of process.The main contents and relevant conclusions of this paper are as follows:1.This paper summarizes the current research status of collaborative innovation of civil-military integration at home and abroad,studying the internal mechanism,operating mechanism,influencing factors and countermeasures of this cooperation system from a macroscopic perspective.The quantitative research on the mathematical model of civil-military integration from the microcosmic level is mostly how to achieve the cooperation and cooperation conditions.In order to effectively allocate various social resources and improve the efficiency of collaborative innovation cooperation,this paper focuses on the stability of the process after the collaborative innovation cooperation between military and civilian,and analyzes the factors influencing the stability of collaborative innovation cooperation based on relevant researches about collaborative innovation and evolutionary game theory.2.This paper describes the problems and sets the relevant parameters for the cooperation about collaborative innovation of civil-military integration,and set up the evolutionary game model for military enterprise and civilian enterprise.Through a series of mathematical methods to analyzes the strategic combination selection of civil-military innovation and cooperation under different circumstances.According to the research,there are four results in the long-term evolutionary game between the military and the civilian,namely(1,1),(1,0),(0,1)and(0,0),the final outcome of the system depends on the initial state of the game system and the value of the factors.When the strategic combination of the two sides reaches a stable state(1,1),explore the factors that affect their strategic selections.The results indicates the following aspects: the stability analysis between the two sides of the game is positively related to the cooperation revenue,breach of contract and government incentives,negatively related to the basic income,R&D cost,information communication cost,technical secondary conversion cost,risk cost and betrayal benefit.There is a reasonable distribution factor of revenue that contributes to the stability of cooperation,offer the basic standard of government incentives.3.In the analysis part of the calculation example,taking the current development situation of the civil-military integration of China’s satellite industry as an example,through parameter assignment,using Matlab simulation software,It can intuitively display the dynamic evolution process of the strategic choices between military and civilian,and verify the effect of the influencing factors on the stability of cooperation.At last,put forward some countermeasures to maintain long stability of collaborative innovation between the military &civilian. |
